2009-2018

From 2009 to 2018 - General Director of Energodata.

In 2018, Vadim Matveev was arrested by decision of the Khamovnichesky Court of Moscow. He and the technical director of Oboronenergosbyt, Yuri Yushchak, became involved in a criminal case under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by a group of persons on an especially large scale[1].

2024: Sentence - 5 years in prison for fraud

Former CEO of the company Energodata"" Vadim Matveev was sentenced to five years in prison for fraud on an especially large scale. The Meshchansky District Court Moscow on June 10, 2024 issued a corresponding verdict, confirming that Matveev participated in the conclusion of fictitious contracts with JSC Oboronenergosbyt"."

The court found that Vadim Matveev, acting in collusion with the former heads of Oboronenergosbyt JSC Oleg Sundukov and Yuri Yushchak, concluded three fictitious contracts totaling 80 million rubles. The contracts concerned the provision of services in the field of information technology, but the investigation concluded that the cost of services was greatly overestimated, and the development itself was inappropriate.

Vadim Matveev sentenced to five years in prison for fraud

Oleg Sundukov, found guilty under articles of fraud and embezzlement (part 4 of article 159 and part 4 of article 160 of the Criminal Code of the Russian Federation), received nine years in prison and a fine of 1 million rubles. Yuri Yushchak, accused of complicity in fraud (part 5 of article 33 and part 4 of article 159 of the Criminal Code of the Russian Federation), was sentenced to three and a half years in prison and a fine of 200 thousand rubles. Vadim Matveev, found guilty under Part 4 of Art. 159 of the Criminal Code of the Russian Federation, received five years in prison and a fine of 500 thousand rubles.

The criminal case under the article on fraud on an especially large scale was initiated by the Main Military Investigation Department of the Investigative Committee of Russia in January 2017. Oleg Sundukov and Yuri Yushchak were arrested in October 2018. The investigation found that the three defendants entered into fictitious contracts to create automated data systems that were not expedient and had an inflated cost.

The defendants' defense insisted that the systems developed by Energodata worked properly. Yuri Yushchak's lawyer, Maxim Pashkov, argued that the feasibility of developing systems should have been determined by the joint-stock company, and not by the investigating authorities. According to Pashkov, none of the defendants pleaded guilty.

The investigation established that the contracts between Energodata LLC and Oboronenergosbyt JSC were fictitious. The organization, headed by Vadim Matveyev, was supposed to provide services in the field of information technology, but investigators considered that the price of contracts was greatly overestimated, and the very creation of systems was inappropriate. The defendants argued that all systems worked properly and their development was justified.[2]
