2025: Detention on charges of receiving a bribe in the form of a house and a land plot worth 17 million rubles

The former head physician of the Perm Territory health care institution was charged with taking a bribe in the form of a house and a land plot worth 17.6 million rubles (part 6 of article 290 of the Criminal Code of the Russian Federation). This was reported on November 11, 2025 in the Telegram channel of the Investigative Department of the RF IC for the region.

According to the publication RBC Perm"," the accused is the ex-Minister of Health of the Perm Territory Vadim Plotnikov. His career path includes senior executive positions: since 2006, he has worked in the Ministry of Health, and in 2016 he served as a minister. Since 2018, Plotnikov has headed the Clinical Phthisiopulmonological Medical Center.

As established by the investigation, a bribe in the form of real estate was received by Plotnikov in July 2021 from a representative of commercial structures for committing actions in favor of the specified person and organizations submitted to them, including assistance in concluding state contracts, accepting the supplied medicines and products, paying them on time, as well as for general patronage.

The investigating authorities are preparing a petition to the court to choose a preventive measure for the accused in the form of detention. A procedural decision will also be made against the bribe giver.

As part of the investigation, searches and inspections were carried out at the place of residence of the defendant and in the premises of commercial organizations, items and documents that are important for the criminal case were seized. Persons with relevant information are interviewed. The criminal investigation is ongoing.[1][2]

2026: Charge of taking two large bribes and subsequent house arrest

On March 2, 2026, the Sverdlovsk District Court of Perm extended the term of house arrest to the former Minister of Health of the Perm Territory Vadim Plotnikov until May 9, 2026. The ex-official is accused of receiving two bribes on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation).

According to the court, the criminal case was initiated by the Investigative Committee on November 9, 2025. On January 12, 2026, another episode was added to it, and on January 23, Vadim Plotnikov was finally charged.

According to investigators, in 2016, the Minister of Health of the Perm Territory received a bribe from a businessman, a supplier of medical goods, Dmitry Kondrashov, in the form of a residential building with a land plot in the suburban farm Russkoye Pole. At the time of registration of property rights in 2021, the value of real estate was estimated at at at least 17.6 million rubles. The second episode concerns the receipt of apartments in Cyprus worth 100 thousand euros. According to the investigation, Plotnikov did not transfer funds for this real estate.

At the hearing, the investigator announced the appointment of five assessment examinations to clarify the value of the transferred property. The prosecutor supported the petition to extend the house arrest, under which the accused has been since November 12, 2025. Plotnikov himself does not admit guilt and asked the court to change the measure of restraint to a ban on certain actions. Judge Evelina Orlova refused to satisfy the petition.

According to RBC Perm reports, the alleged bribe giver Dmitry Kondrashov wrote two confessions. The businessman is serving a sentence in another criminal case. On September 12, 2024, the Kirovsky District Court Irkutsk found him guilty of fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) when supplying a microbiological analyzer in 2021-2022. The damage from the fraudulent actions of the entrepreneur was estimated at 14.2 million rubles. Kondrashov was sentenced to 4 years and 6 months in prison in a general regime colony with a fine of 900 thousand rubles.[3]
