2025: Appointment as Head of the Ministry of Ministry of Digital Development of the Samara Region
In the Samara region, Viktor Zlobich, who previously served as deputy governor of the Vologda region, was appointed Minister of Digital Development and Communications in January 2025. This was announced by the governor of the region Vyacheslav Fedorishchev at a meeting of the regional government. In addition to the post of minister, Zlobich will also serve as deputy chairman of the regional government.
It is noted that Zlobich has significant experience in the field of information technology, including participation in the development of software for executive authorities and the Ministry of Emergency Situations. His appointment is related to the implementation of key initiatives of the region in the field of digital transformation. The main task of the new minister will be to complete work on the creation of the situation center of the Samara region, the launch of which is scheduled for the coming months. Zlobich will also have to ensure the introduction of a system that allows residents to submit appeals and track their consideration in a single information space.
The situation center will function on the basis of the experience of the Tula region, where such a system has shown its effectiveness. Its tasks include the collection, analysis and processing of data on the socio-economic situation, socio-political processes and security of the region. The center is designed to increase the efficiency of decision-making and improve the interaction of authorities with the population.
The creation of a situation center and the development of the region's digital infrastructure require coordinated efforts and a deep understanding of modern technologies. Zlobich, in their opinion, has the necessary competencies to achieve his goals.
In parallel with the launch of the situation center, the new minister is faced with the task of strengthening the digitalization of processes in the educational and social spheres of the region. It is planned to expand the functionality of regional platforms, as well as integrate modern IT solutions to increase the availability of public services.[1]
2026: Appointment as Director of the Digital Development Department of Sevastopol
On January 22, 2026, Viktor Zlobich was appointed to the post of director of the digital development department of Sevastopol. In this position, he replaced Tatyana Chernousova, who resigned in November 2025.
Zlobic, as noted, has more than 12 years of experience in digital technology, including leadership positions. In particular, for six years he worked at the Federal State Budgetary Institution "Information and Analytical Center MINISTRY OF EMERGENCY SITUATIONS Russia," after which he moved to the Federal State Unitary Enterprise "" of the Office GlavNIVC of the President of the Russian Federation. In April 2024 he was appointed Deputy Governor Vologda Oblast for Digital Development. Participated in the development software for the executive authorities of the Russian Federation.
Since January 2025, Zlobich served as Minister of Digital Development and Communications of the Samara Region. He was faced with the tasks of digitalizing the processes of managing the region and launching a situation center. He resigned from this position in August of that year. The Governor of the Samara Region Vyacheslav Fedorishchev then spoke about updating and optimizing the structure of the regional government.
Commenting on the appointment to the post of director of the digital development department of Sevastopol, Zlobich noted that the city has already "set a fairly high bar in the field of digital development." Zlobich called his tasks the preservation of the achieved results and ensuring the further development of the corresponding direction.
It is also reported that the supervision of the Department of Digital Development of Sevastopol is entrusted to and. about. Deputy Governor Maxim Kovalev, in addition to the existing areas.[2]
