Education

Vitaly Osipov in 2002 graduated with honors from the Syktyvkar Higher Pedagogical College (Pedagogical College No. 1 named after I.A. Kuratov) with a degree in law. In 2005, he graduated with honors from Syktyvkar State University with a degree in law.

Career

2015-2023

Vitaly Osipov has many years of experience in the civil service, began as a specialist of the 1st category of the Interdistrict Inspectorate of the Federal Tax Service No. 6 in the Komi Republic.

Before moving to the Ministry of Ministry of Digital Development of the Komi Republic, he worked as Deputy Head of the Department of the Federal Tax Service for the Komi Republic No. 6.

In 2015 he was awarded a gratitude, in FTS Russia 2017 - an honorary diploma of the Federal Tax Service of Russia in the Komi Republic.

2024: Appointment as Head of the Ministry of Digital Development, Communications and Mass Media of the Komi Republic

In October 2024, Vitaly Osipov was appointed the new head of the Ministry of Digital Development, Communications and Mass Media of the Komi Republic. He replaced Anton Slobodyanyuk, who headed the department for about a year. The orders to change the ICT minister were signed by the head of the Komi Republic Vladimir Uyba.

Previously, Vitaly Osipov was the First Deputy Minister of Digital Development, Communications and Mass Media of the Komi Republic. The reasons for the change of head and the new place of work of Anton Slobodyanyuk by October 2024 are not called.[1]
