2024: Arrest in bribery case at CCTV launch

In early December 2024, the Basmanny Court of Moscow ruled to arrest the former director of the administrative and economic department of the Stankin Moscow State Technical University Vitaly Lyudkov on charges of attempted bribery on an especially large scale.

According to TASS, the case is related to the conclusion of a state contract for the installation of video surveillance systems in university buildings. The accused admits involvement in the crime, but does not agree with the legal qualification.

According to investigators, in 2020, businessman Alexander Kruchinin proposed to influence the results of an electronic auction for the supply and installation of video surveillance systems, demanding a monetary reward from the university leadership for this.

Kruchinin was detained on August 19, 2020 in the office room of the Stankin Moscow State Technical University immediately after receiving the required amount. At the same time, the entrepreneur himself denies the fact of extortion, claiming that the funds were intended for the preparation of auction documentation and repayment of the previous debt.

At the end of April 2024, Vitaly Lyudkov and the director of the legal support department of the Stankin Moscow State Technical University Alexander Krylov were detained, who was charged with large-scale fraud.

Krylov, who had known about the investigation since the beginning of 2019, voluntarily appeared at the Investigative Committee of Russia on April 23, 2024. Currently, both defendants are being held in a pre-trial detention center in Moscow.

The investigation established that Krylov and Lyudkov acted jointly when concluding a contract for the installation of video surveillance systems. The preliminary investigation will last until early February 2025.

Vitaly Lyudkov has been actively cooperating with the investigation since the start of the investigation. The case materials indicate his participation in organizing the purchase of equipment and the installation of video surveillance systems for university facilities.[1]
