Biography

Born in 1965 in Kamensk-Uralsky, Sverdlovsk Region.

Education

He graduated from the Ural Order of the Red Banner of Labor Polytechnic Institute named after S.M. Kirov (UrFU) with a degree in Metal Forming and the Financial Academy under the Government of the Russian Federation with a degree in Finance and Credit.

Career

1998- 2013

1988 - Sinar Pipe Plant

2003 - Commercial Director, Sinar Pipe Plant

2007 - Director of Economic Affairs, Sinar Pipe Plant

2013 - Managing Director, SinTZ

As of August 1, 2013, he works as managing director of the Sinar Pipe Plant

As of July 2018, he also holds the position of First Deputy General Director of TMK.

2026: Appointment as CEO of Chelyabinsk Electrometallurgical Plant

On February 19, 2026, Vyacheslav Popkov was appointed to the post of General Director of the Chelyabinsk Electrometallurgical Plant (CHEMK). He, as noted, has rich experience in managing enterprises in the metallurgical industry, as well as in the implementation of large-scale infrastructure projects.

Before being appointed head of CHEMK, he worked as the general director of the Russian Stainless Company and headed the RN Holding. Popkov was awarded the honorary title "Honored Metallurgist of the Russian Federation."

In the position of the general director of CHEMK Popkov replaced Anatoly Brovko, who headed the enterprise in August 2024 (previously held the position of deputy general director of the plant). In turn, Brovko replaced Pavel Khodorovsky, who was charged with pedophilia (Article 135 of the Criminal Code of the Russian Federation). Khodorovsky was detained in June 2024, and subsequently he was released from the pre-trial detention center under house arrest. On December 11, 2024, the Kalininsky District Court sentenced him to four years of suspended imprisonment with a probationary period of three years. And in April 2025, the Chelyabinsk Regional Court increased the term of suspended imprisonment to six years. When making a decision, the elderly age of the accused was taken into account - 73 years, severe diseases and disability, as well as his assistance in the investigation.[1]
