2025: Wanted list in the case of fraud with the state defense order
On March 17, 2025, the Investigative Committee of the Russian Federation announced that Viktor Yarutov, the former head of the Russian computer manufacturer Nienschants, was put on the international wanted list. He is a defendant in a criminal case on fraud in the fulfillment of a state defense order.
In 2010, the Ministry of Defense of the Russian Federation signed contracts with CJSC Nienschants for the supply and installation of communications for a total amount of over 5 billion rubles. The purchase was carried out as part of the state defense order. According to the Main Military Investigation Department of the Investigative Committee of Russia, in 2010-2011, during the execution of these contracts, Yarutov, as part of an organized criminal group, entered deliberately false information about the cost of communications into accounting documents. As a result, more than 130 million rubles were stolen from the state.
The criminal case was initiated under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud committed by an organized group or on an especially large scale. Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles or in the amount of the convict's salary or other income for a period of up to three years.
At the request of the investigator, the court in absentia chose Yarutova a preventive measure in the form of detention. The case with the indictment was sent to the Tushinsky District Court of Moscow for consideration on the merits. At the same time, in order to ensure a sentence in terms of a fine, civil claim and property penalties, the property of the defendant was seized in the amount of more than 40 million rubles.
JSC "Nienschants," registered in 1992, specialized in the production of computers and servers, the sale of computer peripherals, the construction of information networks, etc. The company was liquidated in 2013 due to bankruptcy.[1]
