Was born on June 30, 1954 in Rybinsk of the Yaroslavl region, Russia.

Education

1976 - graduated from the Rybinsk aviation Institute of Technology.

1976 - worked at Stupino Metallurgical Plant in the Moscow region.

Plans on the governor's post

The main objective of Sergey Yastrebov on the governor's post - to create the mechanism capable to make the Yaroslavl region the territory with steady economy, the attractive investment climate, favorable conditions for life and hospitable for our friends and neighbors.

In the Yaroslavl region at the initiative of the governor strategy of social and economic development till 2025 is developed. Its purpose - to lead the region into the lead on quality of life of the population.

In the developed strategy the emphasis is placed on so-called "new family policy".

Future strategy of social and economic development of the region will cover all spheres of life - from the help to families and children to the investment policy, development of agrarian and industrial complex and tourism.

It is already made:

• within regional target programs openly of 1778 places in kindergartens, parents of 3-7-year-old children who lacked places in kindergartens yet receive compensation which amount since January 1, 2013 is increased up to 4925 rubles.

• single payment is entered into 42720 rubles at the birth at the same time of two and more children. Since July 1 the 2012th payments of the regional family capital - 53400 rubles - to families in which after December 31, 2010 the third or subsequent child was born or adopted began. Since January 1 the 2013th monthly payment at the birth of the third is entered and the subsequent children, equal to the value of a living wage. To three thousand rubles increased payment to the expectant mothers who were registered on early term.

• the "Development of the Enterprises of the Industry of Construction Materials and Industrial Housing Construction in the Yaroslavl Region" program until 2020 is approved.

• within the "Stimulation of Development of Housing Construction in the territory of the Yaroslavl Region" program the separate subprogramme "Improvement of living conditions of large families" is selected. Support was given to 43 families, and everything, during action of the program living conditions were improved by 101 families. And now on these purposes in the budget 100 million rubles are provided. Last year sections for these purposes free of charge received 54 families. 89 more became owners of land for maintaining on it personal subsidiary farm.

On August 25, 2012 - visited the settlement Red Weavers which celebrated the 85 anniversary celebrations in honor of Day of Yaroslavsky district. Sergey Yastrebov as a part of competitive jury estimated hospitality, creativity and creativity of each of eight rural settlements of the area which provided the presentations at tender of tents^[3].

On February 23, 2013 - participated in a wreath-laying ceremony and flowers to memorable places of military glory. One of the discussed issues - development of cooperation in diagnostics and cancer therapy at early stages^[6]. The program of a meeting also included visit of the enterprises, including Takeda, opened the plant in the industrial Novoselki park. Also participants of a meeting discussed a possibility of emergence in Yaroslavl oncological Japanese clinic^[7].

On April 19, 2013 - visited regional blood transfusion station together with the deputy Alexander Senin. The top officials of the region congratulated the staff of medical institution and donors and personally participated in an action of blood donation^[8].

On April 27, 2013 - took part in cleaning of the territory of the central boulevard of the city of Yaroslavl and inspected by bicycle all sponsored territories on the All-Russian community work day^[9].

Interesting Facts

December, 2011 - became the winner of primaries of candidates of United Russia for a post of the mayor of Yaroslavl, however did not participate in elections.

On April 24, 2013 - within the XVI annual trade fair "Book Culture of the Yaroslavl Region" the presentation of the Yaroslavl publishing houses debuting in 2012 took place. Quite curious was a book about the Yaroslavl governor with the working name "Who Are You, Mr. Yastrebov?" which is prepared now for release by Fakel publishing house. Authors will tell about Sergey Nikolaevich's life before election as the head of the region, about his hobbies, a hobby, attachments and antipathies. Also the interview with people from the immediate environment of the governor will be published in the book "Who Are You, Mr. Yastrebov?".

Also the end of May, 2013 in the Yaroslavl chamber theater the premiere of a performance about Sergey Yastrebov will be held. Only one actor will be engaged in a solo performance with the working name "Sergey Nikolaevich Yastrebov". The author of the play and the director of setting Iouri Waxman from a scene will tell about Sergey Nikolaevich's life. He will play the head of the region and people from the immediate environment of the governor.
