The Federal State Budgetary Institution "Information and analytical center of support of Justice state automated system was formed at the end of May, 2011 according to the order of the government. The new structure will supervise work of the state automated system (SAS) "Justice", to provide support of its users, to store and process judicial information, including to create electronic archives of legal cases and to be engaged in integration of information resources and data of a legal statistics. In fact, the structure should create uniform base of legal cases of courts of law.

According to RBC daily, on June 1, 2012 the order of the head of Judicial department at the Supreme Court Alexander Gusev the center was headed by Leonid Yukhnevich. He was the last years the chief designer of system Justice state automated system. At the previous Minister of Communications Leonid Reiman Yukhnevich received a position of the head of Federal State Unitary Enterprise Scientific Research Institute Voskhod — the Enterprise Which Became the Chief Developer State Automated System Vybory, Justice state automated system and the system of biopassports. In 2010 as a result of the conflict of the management of scientific research institute from the Ministry of Telecom and Mass Communications which was directed then by Igor Shchegolev Leonid Yukhnevich was forced to leave a post of the head of federal state unitary enterprise.

Federal state unitary enterprise Scientific Research Institute Voskhod considered the order on Leonid Yukhnevich's resignation groundless. According to representatives of institute, it violated the 234th order of the Government of the Russian Federation of March 16, 2000 ordering to notify on certification in 30 days prior to carrying out certification and also the Labor Code of the Russian Federation prohibiting dismissal of the employees who are on the sick-list. Such statement was made by scientific research institute after the Minister of Telecom and Mass Communications Igor Shchegolev signed the dismissal order of Yukhnevich from a position of the director of scientific research institute.

In the education document of new structure under the leadership of Leonid Yukhnevich it appears that for activity of organization creation of the central division in Moscow and formation of regional divisions in all subjects of the Russian Federation is supposed. Total number of employees of organization together with branches can be 1778 units. Mr. Yukhnevich explained RBC daily that under its management the created organization will be engaged in support to already created Justice state automated system and also creation of the uniform data processing center servicing regional judicial authorities, introduction of the mechanism of use of the electronic digital signature in judicial document flow, etc.
