Biography
Pavel Alexandrovich Zaitsev was born on December 14, 1977 in Yekaterinburg. In 2000 he graduated from Ural State Technical University with a degree in Information Systems in Economics.
- In 1996-2001 worked in various positions in the Department of Strategic Planning and Marketing of Uralvneshtorgbank.
- In 2001, he was appointed head of the Uraltelecom service center (in 2002 this company was transformed into the Yekaterinburg telecommunications branch Uralsvyazinform), and in 2005 he headed Uraltelecomservice (a subsidiary of Uralsvyazinform, which was engaged in the sale of telecommunications services under the UTel brand).
- Since May 2009, Zaitsev served as Deputy General Director - Commercial Director of Uralsvyazinform.
2010: Commercial Director of Rostelecom
Since October 2010, he was appointed vice president - commercial director of Rostelecom. He is responsible for forming the company's commercial block and marketing policy, managing the development of new products and services, as well as the sales and customer service system.
Among other things, Pavel Zaitsev oversaw the rebranding of Rostelecom, which began at the end of 2011. The new brand has become well recognized throughout the country. However, Rostelecom over this period revised plans for the development of a network of mono-brand communication salons, canceling the competition for the transfer of salons to the management, in which, as expected, the largest mobile retailers Euroset or Svyaznoy will participate. Rostelecom will develop its own service centers, the shop-in-shop format, including with the help of regional retailers, the company explains.
Another sector of responsibility of Mr. Zaitsev is mobile devices. In some regions, branded smartphones are sold, the operator is pleased with the results, according to Rostelecom. But the company refused to release the "world's first tablet with GLONASS" loudly announced in May 2011, thinking about releasing a new 4G LTE tablet since 2013. It was announced that Rostelecom will begin selling mobile devices with 3G and 4G support immediately after the launch of mobile networks of these standards.
2012: Appointment as Senior Vice President of Rostelecom

In order to ensure Rostelecom's revenue targets and OIBDA, Pavel Zaitsev will plan and monitor budget execution in the blocks of innovative, organizational development, the administrative block and macro-regional branches. In addition, he will make decisions on the appointment and resignation of directors of regional branches of Rostelecom and their deputies.
Successful experience gained in the highly competitive market of the Ural region and while working in the combined company, including in the field of promoting broadband access services, mobile communications and converged services, will help Pavel Zaitsev in working to improve current operational performance and in solving promising problems, explained the appointment of Rostelecom representative Kira Kiryukhina.
Until the beginning of 2011 , Alexey Nichiporenko, a former top manager of MegaFon, was engaged in the development of fixed and wireless communication networks and IT technologies at Rostelecom. And new products, technologies, the strategic development of Rostelecom was supervised by Vahagn Martirosyan. They both served as senior vice presidents and left the company in the first half of 2012. There is no "direct continuity" in the appointment of Mr. Zaitsev, said the representative of Rostelecom, Kira Kiryukhin.
2013: E-Government Curator
At the end of February 2013, it became known that the powers of Alexei Nashchekin, who left the company in the field of electronic government, were transferred to Pavel Zaitsev.
The innovation block, transferred under the leadership of Zaitsev, includes several departments and the Innovation Center. These units created e-government infrastructure, launched the Unified Portal of Public Services gosuslugi.ru, created the Interagency Electronic Interaction System (SMEV), and also developed and launched the O7 cloud platform.
