Askar Zhambakin was born in 1985 in Alma-Ata.

In 2011-2014, he worked at the Development Bank of Kazakhstan JSC as the head of the methodology and business processes department, director of the business processes and corporate development departments.
In 2014-2016 - Deputy Director of the Department of Management and Development of Payment Systems of the National Bank of the Republic of Kazakhstan.
2016-2018
In 2016-2017 held the positions of Deputy Director, Director of the Department at Kazkommertsbank JSC.

2020: Appointment as Vice Minister of Digital Development of Kazakhstan
In November 2020, it was officially announced the appointment of Askar Zhambakin as Vice Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan.
As noted in the government of Kazakhstan, Zhambakin took part in the development of the "Master Plan for the Development of the ICT Industry" in terms of the development of e-government, reducing digital inequality, the concept and strategy of the NAO "State Corporation" Government for Citizens, "developed a Strategy for client-oriented e-government and proactive interaction with citizens, etc.
He has thanks from the European Union for optimizing the processes of processing appeals, improving the criminal process and developing a strategy for the development of human resources of the prosecutor's office, as well as re-engineering the process of selecting judges.[1]

Leaving the post of Vice Minister of Digital Development of Kazakhstan
In mid-July 2024, Askar Zhambakin submitted his resignation from the post of Vice Minister of Digital Development of Kazakhstan. Zhambakin has held this position since November 2020.
Appointment as CEO of Kcell
In July 2024, Askar Zhambakin headed the telecommunications company Kcell, replacing Askhat Uzbekistan, who led the telecom operator for more than two years.

In the position of Vice Minister of Digital Development, Innovation and Aerospace Industry, which Askar Zhambakin held before moving to Kcell, he was responsible for the digital transformation of public administration, business process reengineering and data management, oversaw digitalization: Smart Data Ukimet, Digital Family Map and other projects.
