Biography
2005-2019
Yuri Zozulya was first elected to the Novosibirsk Legislative Assembly in 2005. The last time, in 2015, was elected in constituency No. 5, which includes the territories of the Bagansky, Kupinsky and Karasuksky districts. In the Legislative Assembly, he served as deputy chairman of the committee on budgetary, financial and economic policy and property and was a member of the commission on interaction with law enforcement agencies and combating corruption. In January 2019, he resigned his deputy powers of his own free will due to a change in his place of residence and work: it was reported that he moved to work in the structure of the Rostec state corporation in Moscow.
2022: Arrest in major bribe case
In September 2022, the Savelovsky District Court of Moscow arrested Yuri Zozulya for two months. The General Director of RZM-Technologiya JSC (part of the Rostec Group of Companies) is accused of bribery in an especially large amount.
According to the Investigative Department of the TFR in the Northern District of Moscow, Yuri Zozulya and other persons, having entered into a criminal conspiracy, organized a system for receiving kickbacks. The accused allegedly received illegal remuneration from suppliers of components for the production of explosives, as well as companies that purchased FKP products at inflated prices. To do this, chains of intermediaries were included in the transactions, thanks to them it was possible to artificially increase the cost of explosives. According to the FSB, kickbacks were also taken from other transactions, according to the already established episodes, their amount exceeded 33 million rubles.
According to Kommersant, the ex-deputy was arrested until November 19. Together with him, the general director of the FKP "Plant named after Ya. M. Sverdlov" Yuri Shumsky was arrested. Among the defendants in the case, according to the publication, was also the ex-head of the plant named after Sverdlov Vadim Rybin. He agreed to cooperate with the investigation, in connection with which he was released in the courtroom. He was banned from certain actions.
Since 2018, the RZM-Technologies company, headed by Yuri Zozulya, has been implementing a project to develop a domestic electron beam tomograph with budget support of 7.3 billion rubles.[1]
2024: Sentence - 9 years in prison for bribes
On December 2, 2024, the Presnensky District Court of Moscow issued a verdict against the former general director of RZM-Technology JSC (part of Rostec), ex-deputy of the Legislative Assembly of the Novosibirsk Region Yuri Zozuli. He received nine years in prison for bribes.
The enterprise "RZM-Technologies," which was headed by Zozulya, is implementing a project to develop a domestic electron beam tomograph. In addition to Zozuli, the general director of the FKP "Plant named after Ya. M. Sverdlov" Yuri Shumsky, as well as his first deputy Oleg Korpatenkov, were in the dock. According to the investigation, the defendants received kickbacks when concluding contracts from suppliers of components for the production of explosives, as well as from representatives of companies that purchased FKP products at inflated prices.
The defendants were initially charged with particularly large-scale fraud (part 4 of p. 159 of the Criminal Code of the Russian Federation), however, then Zozule was blamed for two episodes of receiving a bribe on an especially large scale and abuse of office by a person holding public office (part 6 of article 290 and part 3 of article 285 of the Criminal Code of the Russian Federation), and two other defendants - mediation in bribery on an especially large scale (part 4 of article 291.1 of the Criminal Code of the Russian Federation). The prosecution demanded that Zozula be appointed by partial addition of sentences for certain episodes, a punishment of 17 years in a maximum security colony, but the sentence turned out to be milder.
The court determined Zozule punishment in the form of imprisonment for a term of 9 years with serving in a maximum security correctional colony. Shumsky received 8 years in a strict regime colony, Korpatenkov - 5 years. According to the Kommersant newspaper, no fines were imposed on those convicted, which "is quite rare when sentencing in corruption cases."[2]
