2025: Deportation and fraud charges
In November 2025, a Russian citizen who was on the international wanted list through Interpol on suspicion of fraud was deported from the Republic of the Philippines and transferred to Russian law enforcement agencies at the airport in Manila. According to the Prosecutor General's Office, the total amount of damage caused by the actions of a group of attackers organized by him exceeded 3.6 million rubles.
The official representative of the Ministry of Internal Affairs of the Russian Federation, Irina Volk, said that the defendant was transferred to representatives of the Interpol Bureau in Russia for delivery to Moscow. The Prosecutor General's Office of the Russian Federation clarified that Zakhar Zverev, accused of committing fraud on an especially large scale, is deported.
As indicated on the official portal of the department, according to the investigation, in May 2021, Zverev created an organized group that operated in several regions of Russia. Members of this group called citizens, introduced themselves as employees of credit institutions or law enforcement agencies and convinced people to transfer funds to so-called safe accounts, which were actually controlled by criminals.
According to the prosecutor's office, a criminal case was initiated against Zverev under Part 4 of Article 159 of the Criminal Code of the Russian Federation. After being charged with three episodes of criminal activity, Zverev fled the investigation. In May 2023, he was put on the international wanted list.
After the arrest of the suspect in March 2025 in the Philippines, the Prosecutor General's Office of Russia sent an official request for his extradition. The competent authorities of the Republic of the Philippines decided to transfer the accused to Russian law enforcement agencies as part of the deportation procedure.[1][2][3][4][5][6]
