2024: Portal Launch

On January 15, 2024, the presentation of the digital portal "Муниципалитеты.рф," created with the participation of the presidential administration, took place. The new service is designed to help representatives of local authorities solve their current problems thanks to digital access to information about various measures of state support, relevant legislation, etc.

As Kommersant writes in the issue of January 15, 2024, that recently the federal government has been paying more and more attention to local self-government (LSG) and its integration into a single vertical of public power, since both the general trust in the authorities and the election results largely depend on municipalities.

Presentation of the digital portal "Муниципалитеты.рф" took place

The project is being implemented by the All-Russian Association for the Development of Local Self-Government (WARMSU) and the Dialogue Regions ANO. According to the general director of the latter, Vladimir Tabak, the Муниципалитеты.рф portal will be designed for 715,000 active users: heads of municipalities, employees, deputies, employees of local organizations, etc. With the help of the platform, municipal employees can present their developments to scale them.

According to Sergei Plugotarenko, General Director of the Digital Economy ANO, it is necessary to "pump regional and municipal government bodies, build experience exchange processes, and digitize work processes as much as possible."

8 digital services will appear on the portal, including:

• "Municipal Navigator" - a base of state support measures and contests, ready-made solutions to certain problems with step-by-step instructions;
• "Legal vector" - legal documents necessary for LSG employees, as well as legal advice;
• "Municipal practices" - the base of the best local projects;
• Municipal Dialogue is a digital service for "identifying a problem field" and "analytics for developing solutions at the highest level";
• "Municipal Academy" is an educational resource containing programs and courses that are suitable for municipal employees.^[1]
