Biography

Sergei Plugotarenko was born on April 8, 1976 in Bishkek.

He graduated with honors from the Moscow Institute of Physics and Technology (MIPT):

At the dawn of the Internet boom in 2000, he created the ArtStyle design studio. Since 2000, he was the founder and vice president of the Artstyle Group holding (Artstyle Group, ASG), which included organizations that provide services such as web development, programming, information and advertising services on the Internet, and support Internet projects.

Since 2002 - a leading specialist in the field of information and computer technology at the UNESCO Institute for Information Technology in Education (IITE UNESCO).

In 2004, in the year of the decade domain RU , he co-authored the idea of ​ ​ a competition for awarding a national prize for contribution to the development of the Russian segment (Internet "Prizes"), the RuNet award ceremony of which takes place annually in November under the auspices of the Federal Agency for Press and Mass Communications with the participation of the elite of Internet business and the general public. From 2004 to 2006, Sergey Plugotarenko was the executive director of the award, since 2007 - the general director of the Runet Prize.

Since 2005 - coordinator of program committees of a number of major industry conference events, including Russian Internet the forum (RIF), (Russian Internet Week RIW), etc.

From 2005 to 2007 - Deputy Executive Director of the Regional Public Center for Internet Technologies (ROCIT) - the oldest public organization engaged in the expertise, popularization and development of the ICT segment in the Russian Federation. In particular, in the spring of each year, ROCIT holds the Russian Internet Forum (RIF), as well as a wide range of specialized seminars. In 2007, at a board meeting, he was elected executive director of ROCIT.

Since 2005 - the ideologist of the creation of the Association of Electronic Communications (RAEK), representing the interests of Russian Internet players. Since 2006 - First Deputy General Director of the Russian Association of Electronic Communications (NP RAEK). As a director of the association, he represents the interests of the Russian Internet industry, contributes to ensuring the most productive dialogue between the state, society and the industry.

Sergei Plugotarenko is also the author of the idea and executive director of the Internet marathon, which hosts a number of conferences on Internet topics in the regions of Russia in the summer of each year. The author of the idea and executive director of the All-Russian festival of Internet projects "New Reality."

Since 2006 - Deputy Chairman of the Internet Section of the International Academy of Television and Radio (MATR). Accredited as a parliamentary correspondent under the Federation Council of the Federal Assembly of the Russian Federation.

Since 2010 - Director of the Association of Electronic Communications (RAEK).

He became the head of the ANO "Digital Economy"

The founders of the Digital Economy ANO unanimously chose Sergei Plugotarenko as the new general director, the organization said on October 1. The day before, TAdviser wrote that a new head was being elected in the Digital Economy ANO, and the portal's sources were inclined to believe that Plugotarenko was most likely to occupy this post.

The choice was between two persons. In addition to Sergei Plugotarenko, another candidate was the current acting general director of ANO Digital Economy Dmitry Ter-Stepanov, who has held this position since August 2022 after the departure of the previous head Yevgeny Kovnir.
