Chulpan Gossamova was born in Kazan in 1977.

Biography

1992-2022

In 1999 she graduated from the Kazan Financial and Economic Institute with a degree in Finance and Credit. According to data from open sources, after which she began her career in the tax authorities. Since 2010, she held the position of Deputy Head of the Department of the Federal Tax Service of Russia in the Republic of Tatarstan. At the end of 2018, she was appointed to the post of head of the Federal Tax Service for the Perm Territory, and in 2022 she went to work at the Analytical Center under the Government of the Russian Federation, where she acted as deputy head.

2025: Appointment as CEO of ANO Digital Economy

In mid-October 2025, it became known that Chulpan Gossamova would take over as general director of the Digital Economy ANO. In this position, she will replace Sergei Plugotarenko, who headed the organization since 2022.

According to Kommersant the newspaper "," Gossamova has a class rank of adviser state to the civil service of the Russian Federation of the first class, the honorary title "Honored Economist of the Republic of Tatarstan." She was awarded a certificate of honor, Office of the Federal Tax Service of Russia in the Republic of Tatarstan a certificate of honor, FTS Russia insignia "Honorary Worker of the Federal Tax Service of Russia" and "Excellent Student of the Federal Tax Service of Russia."

According to RBC, Plugotarenko leaves ANO Digital Economy by "agreement of the parties" in connection with the transition to a new place of work. We are talking about a "near-state structure" - which one, as of mid-October 2025, is not specified. The representative of the ANO "Digital Economy" refused to give any comments. A source close to the government told Vedomosti that Gossamova's candidacy was proposed by Deputy Prime Minister Dmitry Grigorenko, who oversees digital development, "to systematize the work of the IT industry."
