Biography

Born on August 9, 1980 in Moscow.

In 2002 he graduated from the Gubkin Russian State University of Oil and Gas, in 2006 with honors from the Finance Academy under the Government of the Russian Federation with a degree in Finance and Credit.

From 2002 to 2005 he worked at Gazpromgeofizika OJSC.

In 2005, he entered the civil service at the FAS Russia, worked in various positions from a leading specialist to the head of the department of the Fuel and Energy Complex.

In 2008, he moved to the Ministry of Economic Development of Russia, where, first as head of the department, and later deputy director of the Department, he oversaw the development of competition.

From 2012 to 2014, he worked at Universal Electronic Card OJSC as Director of the Department, Vice President, led the company's development strategy block, and dealt with financial and administrative issues.

From January to October 2015, he worked at FSUE Russian Post as the head of the payment services department, and also worked on the creation of the payment infrastructure of the state information system of housing and communal services.

In October 2015, he was appointed head of the Department for Systematization and Classification of Information in the Socio-Economic Field of the Federal Treasury.

Since 2017 - Director of the direction "Regulatory Regulation" in the ANO "Digital Economy."

Since mid-2019 - Deputy General Director, Director for Regulatory Regulation of ANO Digital Economy.

Since July 20, 2022, Dmitry Ter-Stepanov served as interim (acting) head of the Digital Economy ANO. The corresponding decision was made by a meeting of the founders of the ANO in connection with the departure of the general director Yevgeny Kovnir, the organization said in a statement. In the same year, on September 30, the founders of the Digital Economy ANO unanimously chose Sergei Plugotarenko as the new general director of the organization.
