Approval of launch and development rules by the Government of the Russian Federation
At the end of August 2023, Prime Minister Mikhail Mishustin signed a decree approving the rules for the development, maintenance and operation of the unified Стройкомплекс.РФ information system. According to the document, all regional systems for ensuring urban planning activities will be integrated into this GIS. In addition, there will be a register of requirements in the field of engineering surveys, design, construction and demolition.
The site is supposed to be integrated with the information system "Housing and communal services reform," a system for maintaining a single electronic cartographic basis, the Unified State Register of Real Estate, GIS housing and communal services and other data banks. It is also assumed that all regional systems for ensuring urban planning activities will be integrated into a single structure. In addition, it will include a register of requirements in the field of engineering surveys, design, construction and demolition. Registers of state and municipal services in the field of construction will also work as part of the EIS.
According to the press service of the Cabinet of Ministers on August 29, 2023, one of the most important sections of the system will be the register of documents, information, materials and approvals necessary for developers to implement investment projects. On the basis of this register, it is planned to create an additional service - a calculator of procedures in construction, which allows building the developer's client path when interacting with government agencies in the process of building a specific facility.
The launch of a unified information system will allow you to quickly adjust information about current procedures in construction and provide participants in the construction industry with reliable information about regulatory requirements. This, in turn, will make it possible to improve the quality of management decisions and reduce construction time and its cost. The operator of the unified information system is the Ministry of Construction.

The law on the creation of the state information system (GIS) "Стройкомплекс.РФ" was adopted at the end of 2022. According to the Ministry of Construction, the document will make it possible to take a significant step forward in digitalizing the industry and reducing the administrative burden on business. The digital register of documents, materials, information and approvals will replace the voluminous package of documents, materials, information, approvals necessary for construction and approved by the government.
