In fight for observance of rules of cargo transportation of the power at first went in the blazed way – began to punish violators ruble. Changes in the Administrative Code of 2015 increased the amounts of penalties, however alternate paths right there appeared. According to long-distance truck drivers, confirmed with investigations of media, the staff of supervisory authorities developed the whole system of "admissions" and the warning SMS mailings. Besides hardware of points of weight and dimensional control no more than 10% of cargo vehicles allow to carry out selection check. By more pessimistic assessment check affects up to 5% of trucks. As counteraction to abuses and small efficiency of manual control the initiative of Rosavtodor – implementation of an automated system of weight and dimensional control (ASVGK)[1] was born[2].
ASVGK – a part of the national project "Safe and Qualitative Highways". Creation of automatic system of weight and dimensional control is dictated by need to induce owners of vehicles to observe the existing standards of freight transportation as the safety of roads and security of millions of participants of traffic depends on it.
Until recently the alternative to the employee of Rostransnadzor or traffic police in weight and dimensional control was not, however, on the majority of roads such practice is applied to this day. The employee of service of road control stops the potential violator, checks documents and for confirmation of the assumption of non-compliance with rules sends the car to be weighed and measure dimensions. If violation is confirmed, and there is no special permission, the protocol on administrative offense is made out. If everything is all right, the truck can continue a way, but time spent on check to carrier, of course, is not compensated.
The choice of the truck for check is defined by either a trained eye of the employee of supervisory authority, or data of measuring devices – the special framework set on the road. This framework measures the weight and dimensions of the vehicle and, having detected "turncoat" from rules, warns about it a post of traffic police which is behind a frame. Errors at such approach very much, besides, traffic safety as drivers of trucks try to make up speeding for time spent on check suffers.
The automatic system of weight and dimensional control already solved a part of problems. Technically ASVGK is the band of sensors sewed in a roadbed under a control frame. The passing car creates pressure buses on these sensors, in very simplified type, thus there is a weighing. Dimensions of transport are estimated using laser scanners and cameras of digital sight. The procedure is performed in the automatic mode and does not require a stop of the car. If these measurements contain violation of existing rules on dimensions, lump or an axle load, then a system sends a car license plate, its photo and a metrological stamp not to a post of traffic police, as in case of manual control of weight and dimensional parameters, and to uniform information center. There the vehicle is identified, its owner is established, presence of permission is checked, and in case of its absence the penalty is written out. As ASVGK weighs and measures cars directly on the road to time of the movement, speed of the main flow does not decrease, trucks do not waste transit time on stops and at the same time automatic equipment manages to check 100% of heavy-load cars from a flow, but not their tenth part at best.
However ASVGK is still not omnipotent. Most of all participants of the market of cargo transportation confuse spaces in legislative regulation and quality of measurements. Concerns of carriers are caused by the fact that private companies undertake the equipment of automatic points of control and, naturally, wait that their investments will pay off. It is clear, that they will pay off at the expense of penalties therefore transport companies assume that the temptation this payback can appear to accelerate, especially for lack of the standardized requirements to the device of points ASVGK.
Carriers specify that data of "smart" scales, first, differ from point to point, and secondly, do not meet with results of weighing of the vehicle on stationary scales. Besides, not all automated points are equipped with the information displays showing results of measurements to drivers of trucks.
The developer of solutions for "smart transport" FabIT considers these requirements of participants of the market of freight transportation and equips automatic points of weight and dimensional control with information displays which show to the driver results of assessment of vesogabarit of his vehicle.
