Accounts Chamber: Half of automatic truck weight and size control points do not work, the budget does not receive ₽26 billion per year

The budget system of Russia receives almost ₽26 billion annually due to the ineffective functioning of automatic points of weight and dimensional control of vehicles installed on federal, regional and local roads. Of the 579 monitoring stations located, 254 do not function and do not record violations, which is about 44% of the total number of installed equipment. This was announced by the auditor of the Accounts Chamber Valery Bogomolov in July 2025.

Automatic points of weight and dimensional control were established as part of the implementation of the federal program "System-wide measures for the development of roads" in 2019-2024. The result of the implementation of the federal project was the placement of equipment, and not ensuring its proper functioning.

The Accounts Chamber reports that about half of the automated weight and size control points for trucks are in an inoperative state, which is why the budget does not receive 26 billion rubles annually

Auditor Valery Bogomolov noted that of the lost ₽26 billion revenues of the budget system, ₽4,5 billion are accounted for by federal points of weight and size control, and ₽21,5 billion - by regional ones. The main reasons for equipment inoperability are defects in the road surface in the area of equipment control and breakdown.

The analysis showed that the places for placing automatic points of weight and dimensional control in most regions were chosen effectively. However, in a number of constituent entities of the federation, alternative routes of detour of established control points have been identified, which allows carriers to avoid bringing to administrative responsibility.

The audit revealed systemic shortcomings in the process of administering fines for violations of heavy and oversized traffic rules. Since transport 2023, the powers to consider cases of administrative offenses in this area have been assigned to. Rostransnadzor[1]

In the struggle to comply with the rules of cargo transportation, the authorities first went the beaten path - violators began to be punished with a ruble. Changes in the Administrative Code in 2015 increased the amount of fines, but workarounds immediately appeared. According to truckers confirmed by media investigations, supervisory officials have developed a whole system of "passes" and warning SMS mailings. In addition, the technical equipment of weight and dimensional control points allows a random check of no more than 10% of freight vehicles. According to a more pessimistic assessment, the check affects up to 5% of trucks. As a counteraction to abuse and low efficiency of manual control, Rosavtodor's initiative was born - the introduction of an automated weight and dimensional control system (ASVGK)[2]


ASVGK is part of the national project "Safe and High-Quality Roads." The creation of an automatic system of weight and size control is dictated by the need to encourage vehicle owners to comply with the current standards of freight transportation, since the safety of roads and the safety of millions of road users depend on this.

Until recently, there was no alternative to an employee of Rostransnadzor or the traffic police in the case of weight and size control, however, on most roads this practice is still used today. An employee of the road control service stops a potential violator, checks documents and sends a car to weigh and measure dimensions to confirm his assumption of non-compliance with the rules. If the violation is confirmed, and there is no special permission, a protocol on an administrative offense is drawn up. If everything is in order, the truck can continue on, but the time spent on checking the carrier, of course, is not reimbursed.

The choice of a truck for inspection is determined either by the intended eye of an employee of the supervisory authority, or by the data of measuring instruments - special frames installed on the road. These frames measure the weight and dimensions of the vehicle and, having found a "renegade" from the rules, warn the traffic police post, which is located behind the frame, about it. There are quite a few mistakes in this approach, in addition, road safety suffers, as truck drivers try to catch up with the time spent on checking by speeding.

The automatic weight and size control system has already solved some of the problems. Technically, ASVGK is a strip of sensors sewn into the roadway under the control frame. A passing car creates tire pressure on these sensors, in a very simplified form, thus weighing takes place. The dimensions of the transport are estimated using laser scanners and digital vision cameras. The procedure is carried out in automatic mode and does not require stopping the car. If these measurements contain a violation of the current standards for dimensions, total weight or load on the axle, then the system sends the license plate of the car, its photo and metrological stamp not to the traffic police post, as in the case of manual control of weight and size parameters, but to a single information center. There, the vehicle is identified, its owner is established, the presence of a permit is checked, and if it is not available, a fine is issued. Since ASVGK weighs and measures cars right on the road while driving, the speed of the main flow does not decrease, trucks do not lose travel time to stops and at the same time the automation manages to check 100% of heavy vehicles from the flow, and not their tenth at best.

However, the ASVGK is still not omnipotent. Most of the participants in the freight market are confused by gaps in legislative regulation and the quality of measurements. The fears of carriers are caused by the fact that private companies take on the equipment of automatic control points and, of course, expect their investments to pay off. It is clear that they will pay off at the expense of fines, so transport companies suggest that it may be tempting to speed up this payback, especially in the absence of standardized requirements for the arrangement of ASVGK points.

Carriers indicate that the data of the "smart" scales, firstly, differ from point to point, and secondly, they do not agree with the results of weighing the vehicle on stationary scales. In addition, not all automated points are equipped with information boards showing the measurement results of truck drivers.

The developer of solutions for "smart transport" "FabIT" takes into account and equips automatic points of weight and size control with information boards that show the driver the results of assessing the weight and size of his vehicle.
