"Bear" (from the combination of "medicine in charge") is a regional medical information system. It was established by the HOST Group of Companies in 2002. The system is designed to automate regional health authorities and provide electronic services to the public.

Digitalization of medicine in Russia is proceeding at an accelerated pace. What tools do the region need to implement? Sixteen constituent entities of the Russian Federation chose RMIS "Bear " as the technical basis for building a digital circuit.

What does the region need to create a single digital circuit in healthcare?

Requirements can be divided into several categories:

  • Compliance with federal requirements
  • Addressing pressing regional challenges

At the regional level, this task is solved by a set of information systems. It is briefly called "Regional IIA" or "RMIS." There are two types of RMIS on the market:

  • Monolithic - combined with the cloud IIA of medical organizations;
  • Integration - based on the integration bus. It works with several IIAs and combines various information systems at the regional level.

Only a few companies, including the HOST Group, are engaged in the development of complex regional solutions in Russia. The solution of GK HOST - RMIS "Bear," is based on its own integration bus.

In fact, RMIS "Bear" is a software platform designed to create a single digital health care circuit based on Uniform State Health Information System. It provides information support to citizens, doctors, bodies and organizations of the health system. For example, patients in the region make an appointment with a doctor through the portal of State Services, have access to the results of medical examinations and other necessary information.

The Bear platform meets the requirements of the Ministry of Health of the Russian Federation and is included in the Unified Register of Russian Programs for Electronic Computers and Databases. It has the status of "Other Information System."

Why regions choose RMIS "Bear"

The core of the Bear platform is an integration bus. It was established in 2015 and has been constantly improving since then. The system ensures the collection, systematization and transfer of data from the medical institution to federal and regional departments quickly and without unnecessary efforts. At the same time, connection and replacement of information systems inside ISHZ occurs without updating other services.

With the help of RMIS "Bear," interaction and data exchange of medical information systems of the region with federal services has been implemented: the Federal Electronic Registry (FER), the Integrated Electronic Medical Record (IEMC), the Interagency Electronic Interaction System (SMEV) and others.

The Bear system has been introduced in sixteen constituent entities of the Russian Federation. In two regions, namely the Republic of Sakha (Yakutia) and the Amur Region, on the basis of the RMIS "Bear," the digital regional circuit of the turnkey health system was implemented. More than five thousand medical organizations are registered in the system, 5.5 million patients are reported, and the number of documents exceeds 43 million units. The integration bus allows you to combine not only regional, municipal and federal services, but also commercial products of partners, if necessary.

RMIS includes components not only for doctors and medical officials, but also for patients. So the Bear system contains a module for providing telemedicine consultations and remote observation of patients of the Bear. Telemede. With his help, the doctor can conduct remote consultations with the patient on video conference or through chat in the application. If necessary, consult with colleagues, collect a consultation of doctors.

Special equipment is not required, you only need an application on a mobile device, or a desktop PC or laptop with a webcam and Internet browser. According to the results of the consultation, the doctor forms a protocol, which is signed by an electronic signature. 'Medved' also includes useful digital services for patients: a health diary, a doctor's call to the house, an electronic queue and a number of others. The telemedicine module operates in nine regions of Russia. During 2020, 32 thousand consultations were held with the help of "Medvedev. Telemede."

Telemedicine allows you to partially unload doctors and registration. Free up time for primary admission, help more patients. Minimize personal contacts between people.

In turn, the doctors and employees of Rospotrebnadzor themselves also consider the system very convenient, since it stores patient data in electronic form, which simplifies not only the process of treatment and observation of patients, but also the search for information, decision-making, as well as analytics.

In 2020, RMIS "Bear" was included in the register of the Unified State Information System in the field of health care (section "Other Information Systems").

2017: Structure of the platform

2016

Inclusion in the Register of Domestic Software

The regional medical information system MedIndeed, which was developed by the HOST Group of Companies, was included in the Unified Register of Russian Programs for Electronic Computers and Databases. The order on this was signed on September 6, 2016 by the Minister of Communications and Mass Communications of the Russian Federation N.A. Nikiforov.

Geography of application

According to information for 2016, the MedFact platform automates the work of regional health management bodies and provides electronic services to the population. It is based on the integration bus, which implements the functions of the regional fragment of the Uniform State Health Information System. To do this, 48 services are used, combined into 15 thematic groups.

The regional health information system based on the MedIndeed platform has been introduced and is operating on the territory of the Khanty-Mansiysk Autonomous Okrug. As of 2016, the information system and its modules are used in an area of ​ ​ 3.6 million square meters. km, which is 1/6 part of the country. These are six regions: Samara and Kurgan regions, Khanty-Mansi Autonomous Okrug-Ugra, the Republic of Sakha (Yakutia), medical institutions of Sevastopol and St. Petersburg.

2013: RMIS capabilities

As of 2013, the capabilities of the MedIndeed software platform allowed to implement:

  • personalized accounting of medical care and preferential medical support,
  • collection and maintenance of a register of regional beneficiaries,
  • operational monitoring of the health status of the population and the activities of medical institutions,
  • provide analysis of various data depending on the needs of medical institutions or management.

2012: Designation of RMIS

According to information for 2012, the MedFact regional medical system allows you to collect and analyze various data for the needs of medical institutions and management bodies, as well as provide state and municipal services in electronic form. The system fully corresponds to the direction defined by the "Concept of creating a unified state information system in the field of health care" and the methodological recommendations of the Ministry of Health and Social Development of the Russian Federation.

2011

On December 5, 2011, the Ministry of Health and Social Development of the Russian Federation presented diplomas to the laureates of the Best Medical System 2011 contest. The MedIndeed regional medical information system (developer of the KHOST Group of Companies) became one of the winners of the competition and was awarded a second degree diploma. Organizations with their own software, hardware, technical and methodological solutions in the field of health care (a total of 15 nominations) were invited to participate in the competition "Best Medical System 2011." The MedIndeed information system (from the combination of "medicine in charge") was presented in one of the most complex and large-scale program nominations "Automated information systems of federal and territorial health management bodies...."

On December 13, 2011, the All-Russian Scientific Research Institute for Informatization (VNIIPVTI) completed comprehensive testing of the MedIndeed regional information medical system of the HOST Group. The system fully complies with existing standards and is recommended for use in electronic governments of the constituent entities of the Russian Federation and electronic municipalities.

For testing, the software package was installed on the VNIIPVTI demonstration test bench. The working group of experts and technical specialists of the institute tested more than 130 parameters. According to the results of the expert assessment, the MedIndeed information system scored 99.39 points out of 100 possible. The system was registered in the Register of the Fund of replicated information systems of electronic governments of the constituent entities of the Russian Federation and electronic municipalities and recommended for use.
