Automated information system Uniform center of services (AIS ETsU)

"Automated information system "The uniform center of services" – a specialized software for automation of activities of public authorities for providing public services.

A system - the centralized scalable solution having functionality:

• support of activity of ROIV within the Federal law of the Russian Federation of July 27, 2010 No. 210-FZ;
• role approach to process of rendering service and execution of administrative processes;
• automatic load distribution (i.e. process of the organization of rendering Services) between the representatives of ROIV executing different roles with a possibility of consolidation of powers of separate roles and users;
• expert user support concerning an order and conditions of rendering public services;
• support of activities of users for acceptance, issue and document handling, including control of compliance of the received documents necessary for rendering Service to the list;
• step-by-step fixing of the course of providing public services with a possibility of control of terms of providing service, regarding accomplishment of interdepartmental requests;
• information maintenance of process of rendering public services;
• formation of forms of the accompanying documents and adding their scan copies to electronic case;
• sample printing of documents;
• decision support about an opportunity, structure and an order of formation of interdepartmental requests;
• interaction with the regional system of interdepartmental electronic interaction (further – SIEI) and also with the federal state information system "Unified Identification and Authentication System in the Infrastructure Providing Information and Technology Interaction of the Information Systems Used for Providing the Public and Municipal Services Electronically" (further - a Unified identification and authentication system) providing information and technology interaction of the information systems used for providing public services electronically;
• formation of statistical and analytical reporting according to the results of activity of executive authorities, collecting and formation of the consolidated statements;
• use of the electronic signature according to the requirements set by regulatory legal acts of the Russian Federation when processing electronic documents and also at exchange of electronic documents by means of SIEI;
• storage of data on the history of addresses of applicants according to requirements of the legislation of the Russian Federation to a hardware and software system of the information systems storing personal data;
• documented the mechanism of integration into the regional portal of public services regarding acceptance of electronic applications for providing public services, transfer of the status and result of rendering service in a personal account of the Applicant on RPGU.
