2020: Start of the cloud electronic signature

On April 22, 2020 the B2B-Center announced start of the simple electronic signature which can be received online and to use in the majority of biddings on the platform.

The released type of the EDS is an analog the qualified electronic signature which can be received without visit of certification center or office of the operator of the platform.

Restrictions because of a pandemic concerned many clients of the platform and certification centers. Therefore we started the simple electronic signature to secure bidders and to ensure smooth operation of the platform. With such signature supplier companies can participate on B2B-Center in all purchases of commercial customers and the majority of auction which are held by state companies under law No. 223-FZ,

Access to the simple EDS is provided through the PIN code. Therefore it works on any computer or the mobile device without key carrier and the special software.

We developed the scheme of identification of the owner of the simple signature through the company employer and its checking account in bank. It guarantees legal purity of use of the provided type of the signature. Besides, we in addition certify all documents signed with the simple EDS the platform qualified by the electronic signature of the operator,

For obtaining the simple electronic signature it is enough to clients of the platform to pay the account offer from a checking account of the company and to send the scan of the passport of the owner of the signature.

2018: Uniform service with ZakazRF

On October 9, 2018 the B2B-Center reported that B2B-Center and ZakazRF electronic marketplaces started joint service for carrying out purchases of state companies at small and medium business.

The companies with state participation which since October, 2018 should carry out purchases at small and medium business by the updated rules will become its users. The suppliers working at both platforms will be able to participate in such purchases without additional barriers.

We integrated possibilities of platforms from two segments – corporate and public procurements. Now our clients customers will be able to fulfill the requirements of the law and to save the built business processes, and suppliers – to participate in purchases on both platforms without additional actions. You should not forget plus that such partnership increases competitiveness of purchases because purchasers will get access to two bases of suppliers at once.

On October 1, 2018 the joint solution of the operator of the platforms ZakazRF and B2B-Center underwent accreditation in Ministry of Finance Russia for carrying out purchases at small and medium-sized businesses under Law No. 223-FZ in electronic form.

Since October, 2018 purchases at MSP of the largest state companies working for B2B-Center will take place on the accredited platform ZakazRF. At the same time users suppliers will be able to work in a uniform personal account, to monitor purchases and to submit proposals at once on two platforms.

2017

Monitoring of services of certification centers

The B2B-Center electronic marketplace started automatic monitoring of services of certification centers which participate in creation and authentication of the advanced electronic signatures (AES) in May, 2017. Signatures of this kind are necessary for suppliers for participation in procurement of Rosatom State Corporation.

A system in real time controls availability over 120 OSCP servers (Online Certificate Status Protocol) across all Russia using which the status of the certificate of UEP is checked. If the OCSP server of certification center is unavailable or announces an error, then the user of the platform who registered the certificate of this center will receive the notification on a problem. It can check the signature in advance, contact certification center and resolve an issue before completion of biddings.

- During electronic procurement the supplier can not manage to submit the proposal if its electronic signature does not work because of problems at the party of certification center. Therefore at the initiative of state corporation we implemented monitoring in real time. As a result suppliers can learn about possible problems in advance, test the signature on the platform and plan submission of the offer, - Alexey Degtyarev, the CEO of B2B-Center told.

The EDS is necessary for confirmation of actions of participants during the procurement procedure. For example, for sending the offer or other documentation. The advanced EDS which is obligatory for purchases of Rosatom State Corporation provides authorship and authenticity of information, the legal importance of the document and also an opportunity to confirm validity of the certificate at the time of signing of the document later a long time frame. UEP for participation in procurement of the enterprises of nuclear sector in the system of B2B-Center issues 61 Russian certification centers.

Service of parametrical purchases

The B2B-Center electronic marketplace developed service for carrying out parametrical purchases which automate the choice of the supplier on set of optimum technical characteristics and the price of goods.

Now the customer can load the list of parameters which describe technical details of the purchased products on the platform. To submit the proposal, the supplier should specify values of all obligatory characteristics in the standardized form. As a result the customer will receive automatic comparison of proposals of suppliers at the prices and parameters of products.

For example, when purchasing the transformer the customer can specify more than 40 characteristics with certain values: type of the transformer, type of isolation, ventilation, winding, degree of protection, maximum noise level and many other things. According to the results of collecting of requests he will see the comparative table in which will be able to estimate a technical component of the submitted proposals.

"When purchasing difficult technical equipment it is extremely important to compare options of its execution, producers, characteristics. For this purpose the companies develop detailed technical specifications, and parametrical purchase helps to automate collecting of offers from suppliers who as much as possible correspond to documentation of the customer. It considerably reduces load of purchasing divisions, saves time and allows to carry out more effectively purchases of the necessary equipment", - Alexey Degtyarev, the CEO of B2B-Center noted.

Earlier the staff of purchasing divisions carried out comparison of proposals of suppliers of a different format manually. Now they had an opportunity to collect information in the standardized type and to automatically analyze it. At the same time customers can store parameters of the purchased goods and services directly in the system of B2B-Center, using service of management of the normative reference information about purchases.

2016

The B2B-Center electronic marketplace optimized at the end of 2016 a cloud service "My suppliers" for large holdings with a branched hierarchical structure. The application works at a basis of data of the platform and allows customer companies to manage information on participants of their trade procedures.

Specialists of purchasing divisions of the enterprises entering into one group had an opportunity to maintain the unified register of suppliers of holding, to analyze data on all group and certain "daughters" and also to create lists of the unreliable and checked suppliers in the different directions.

Specialists of parent organization can standardize tags of suppliers for all holding that allows to avoid duplication and the double entry accounting and also to recommend to affiliated enterprises of fair suppliers. Respectively, specialists of subsidiary company can use the general base of tags and the register of unreliable suppliers and also the comments and files loaded by colleagues from other enterprises of group.

The My Suppliers application allows to store any data on partners, to conduct with them joint work, to group and filter them on any signs and also to create relevant statistical reports.
