2023: Mintsifra by the Russian Federation approved the qualifier of hardware and software systems

In April 2023, an order of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation of 31.01.2023 No. 62 "On Approval of the Classifier of Hardware and Software Systems and the Rules for the Use of the Classifier of Hardware and Software Systems (PAC)" was approved. According to the document, information from the PAC classifier is designed to form a register of Russian programs for electronic computers and databases.

The classifier includes 15 sections of hardware and software systems. Among them: information transmission PAC (complexes of base stations, routing and switching), storage PAC, extraction, analysis and processing of data (images, BigData, etc.), monitoring and management PAC, virtualization PAC, PAC for Java applications, PAC for artificial intelligence, PAC for smart multi-family home, PAC for virtual reality, PAC for information security, etc. In these sections - about 100 classes of complexes. The largest number of classes (24) is indicated in the information security section.

The order on approval of the PAC classifier was approved

On April 14, 2023, the Ministry of Digital Engineering of the Russian Federation announced the start of accepting applications for the inclusion of hardware and software systems in the register of Russian software. This will allow PAC manufacturing companies to apply for tax benefits - reduced insurance premiums (7.6%) and a zero income tax rate. The product requirements are as follows:

• The PAC should include software included in the register of Russian or Eurasian software
• technical means as part of PAC shall be included in the register of Russian radio-electronic products or the register of Russian industrial products. Another option is to provide information that they are developed in Russia and are served in Russian service centers
• for PAC in the field of information security, licenses and certificates of FSTEC and FSB are required

Applications are considered by the expert council under the Ministry of Digital Industry.

2022: The Ministry of Digital Engineering has developed a regulation on the FSIS "Registers of programs for electronic computers and databases"

In early December 2022, the Ministry of Digital Science of the Russian Federation presented a regulation on the federal state information system "Registers of programs for electronic computers and databases," the operator of which the department decided to appoint the Voskhod Research Institute. The Ministry of Digital Science has identified the following tasks for this IT platform:

Developed a regulation on FSIS "Registers of programs for electronic computers and databases"

• creation and maintenance of the register of Russian software and the register of Eurasian software;
• delivery to all interested parties of information on programs for electronic computers and databases (software), information about which is included in the register of Russian software (software) and the register of Eurasian software (registers);
• implementation of information interaction between software owners and the Ministry of Digital Science, which is the authorized FNIV for the formation and maintenance of the register;
• Automate the process of including software information in registries
• automation of the process of examination of applications for inclusion of software information in the registers, as well as documents and materials attached to them confirming compliance of the software with the established requirements;
• Automate the process of modifying software information that is included in the registries.
• automation of the process of excluding information about the included software from the registers;
• automation of the process of confirming compliance of software with additional software requirements approved by government decree No. 325 of March 23, 2017 "On approval of additional requirements for programs for electronic computers and databases, information on which is included in the register of Russian software, and amendments to the Rules for the formation and maintenance of a unified register of Russian programs for electronic computers and databases ";
• Automate the process of verifying information contained in registries^[1]
