Start of system operation

On September 1, 2024, the State Information System for Assessing the Quality of Education was launched in Russia. The platform operator will be determined by the Federal Service for Supervision in Education and Science (Rosobrnadzor).

The emergence of GIS is expected to allow the use of uniform approaches to the organization and conduct of procedures for assessing the quality of education, analyzing their results and preparing recommendations for improving the process. The following information is entered into the database:

· On organizations that carry out educational activities to implement educational programs of primary general, basic general, secondary general education and take part in measures to assess the quality of education in basic general education programs;

· On the timing of national and international comparative studies of the quality of education and other measures to assess the quality of education;

· On the number of participants in the events;

· On experts involved in measures to assess the quality of education;

· On evaluation materials used in measures to assess the quality of education;

· On the results of national and international comparative studies of the quality of education and other measures to assess the quality of education, as well as on the results of participation of students in these studies and activities.

Rosobrnadzor, executive bodies of the constituent entities of the Russian Federation, local self-government bodies, as well as organizations engaged in educational activities can use GIS. The period of storage of information entered in the GIS is 11 years, after which they are deleted. The operator ensures uninterrupted operation of the platform, protection against unauthorized access and organization of interaction with information systems of the constituent entities of the Russian Federation.[1]

Approval by the government of the rules for the formation and maintenance of the system. She received GIS status

Prime Minister Mikhail Mishustin signed a government decree on the rules for the formation and maintenance of the Federal Information System for Assessing the Quality of Education. This was announced on February 18, 2024 by the press service of the Cabinet. By this time, the approved document has not yet been published.

From the government's message, it follows that the Federal Information System for Assessing the Quality of Education will begin work on September 1, 2024 in state status. Thanks to this status, the platform will be able to use uniform approaches to organizing and conducting procedures for assessing the quality of education, analyzing their results and preparing recommendations for improving the quality of education. This will be implemented due to modern technologies used in the system, the possibility of integrating the results of various assessment procedures, as well as the availability of information and analytical materials for teachers, methodologists and heads of all educational organizations and educational authorities, the Cabinet said.

They also added that the decree on the rules for the formation and maintenance of GIS for assessing the quality of education was signed to implement the new norms of the law "On Education in the Russian Federation," adopted in 2023 and increased the status of the departmental system for assessing the quality of education to the state information system.

The new GIS is designed to prepare for the state entrance exams and check the test papers. The goal of the project is to help teachers prepare students for the exam and GIA. All information is in private access and is open only to registered users on the official website. 2023: Passage of legislation to establish the system

On July 25, 2023, the State Duma in the third (final) reading adopted a law on the creation in Russia of the Federal Information System for the Assessment of the Quality of Education (GIS "FIS OKO"). Rosobrnadzor has been appointed its operator.

The FIS CSR will be used to monitor the education system, as well as for automated processing of the results of measures to assess the quality of education, generate options for assignments and ensure the organization and conduct of measures to assess the quality of education in the Russian Federation. The FIS CSR allows you to integrate data on various assessment procedures, contextual data on educational organizations, generate statistical reports for analyzing various aspects and characteristics of the quality of education.

In Russia, adopted a law on the creation of GIS assessment of the quality of education

Rosobrnadzor has developed a model and methodology for the implementation of monitoring the quality of education in such assessment forms as all-Russian verification work (VLP) and National Studies of the Quality of Education (NICO), state final certification in the form of the main state exam (OGE) and the unified state exam (USE), a unified system for assessing the quality of education has been formed, which allows you to get an objective idea of ​ ​ the quality of general education in the country, analyze the impact of various factors on the results of the work of subjects, municipalities and schools, develop targeted recommendations for improving the education quality management system.

All these measures to assess the quality of education are of a massive nature, in connection with which it became necessary to assign the status of a state information system to the departmental information system of the FIS OKO, which will allow using unified mechanisms to monitor the quality of education throughout the country, Rosobrnadzor reported.[3]
