History
2025: Lack of stable work after the transition to Gostech
Since July, the federal portal of draft regulatory legal acts (regulation.gov.ru) has not been able to resume stable work after switching to Gostech. This became known on August 27, 2025.
According to Kommersant, the functions and pages of the regulation.gov.ru portal are not available for hours, and sometimes days. Representatives of business associations interviewed by the newspaper confirm the presence of problems with opening links to regulation, but preferred to refrain from making official claims.
However, the Russian Union of Industrialists and Entrepreneurs (RSPP) admitted that it also faced problems on the portal, including the search for information about projects. However, the RSPP receives the mailing of projects by e-mail with official letters. The union also noted that the key feature of the updated portal is the mechanism for logging in users exclusively through an account on "Public services" and only for individuals, the use of the platform on behalf of a legal entity is now impossible.
In "Support of Russia" they said that they found a way to open projects, so the malfunctions of the site do not interfere with them.
The office of the Deputy Prime Minister Dmitry Grigorenko Kommersant indicated that such a question is authorized to comment on Ministry of Economic Development where the problem is denied, since they did not receive any complaints from the business community. The ministry noted that on August 4, 2025, the portal began work on a single digital platform "Gostech," which uses domestic software. The agency drew attention to the fact that compared to the previous version of the portal, the time allotted for loading pages has now been reduced.[1]
