Inclusion of Flat-Phone S10 and Flat-Phone B10 in the register of the PAC Ministry of Digital Development of the Russian Federation
Flat-Phone S10 and Flat-Phone B10 IP phones manufactured by FLAT are included in the Register of Hardware and Software Systems (PAC) of the Ministry of Digital Development, Communications and Mass Media, as evidenced by registry records No. 22843, No. 22844 of June 6, 2024. The developer announced this on June 13, 2024.
For Russian IT companies implementing supply or project activities using PAC included in the Ministry of Digital Development of the Russian Federation, additional preferences are provided for public procurement.
Thus, the Flat-Phone IP phones presented on the market for June 2024 have the status of telecommunications equipment of Russian origin (TORP) and are included in the Register of Russian software and hardware systems, which confirms the compliance of products with the requirements and standards of safety and reliability, which are imposed by industry regulators, state and private companies.

In the case of small companies with a number of users of several dozen, the transition can be carried out simultaneously. Unfortunately, for companies of the scale of the region or even the country, this approach is unacceptable both for organizational and technological reasons. One of the options for solving the problem may be a phased migration, the first step of which is to replace the used imported terminal equipment of such systems (in particular ip-phones) with a compatible domestic one with the preservation of the system core.
To solve this problem, AMT GROUP specialists conducted multilateral testing of the Flat-Phone telephone line produced by the FLAT-PRO production division for compatibility with the Cisco unified communications system. FLAT equipment is included in the register of telecommunication equipment of Russian origin (TORP).
The testing involved phones of the Flat-Phone C10 RU (landline IP phone for ordinary employees) and Flat-Phone B10 RU (IP phone positioned for advanced users) models.
Testing was carried out according to the methodology prepared by specialized engineers of AMT GROUP and FLAT, who have many years of experience in the implementation and operation of unified communications systems among various customers. The test program includes the following checks:
- Registering phones with the Cisco system
- basic calls (both between FLAT phones and between Cisco phones) with indication of calling and called party numbers and names;
- Optional services (hold, transfer, and transfer)
- shortcut keys.
The phones successfully passed all basic tests and testing confirmed their use with Cisco telecommunications solutions.
A feature of the testing was the logging of deficiencies or incompatibilities identified during the operation of specific Cisco services, their analysis, determination of the cause and possible correction methods, which were then transferred to the Russian developer for prompt corrections to the device software.

Inclusion in the register of telecommunication equipment of Russian origin
FLAT IP phones are assigned the status of telecommunication equipment of Russian origin (TORP), as evidenced by order of the Ministry of Industry and Trade of the Russian Federation No. 1476 of April 5, 2024. The order includes models of Flat-phone C10 and Flat-phone B10 phones manufactured by the FLAT-PRO production division, with the localization of the full cycle of production of equipment components and final assembly in Russia. The developer announced this on April 12, 2024.
The design solutions, including "TORP" telecommunication equipment, meet the requirements for ensuring the technological independence of the critical IT infrastructure and are priority for implementation in government agencies and enterprises with state participation.
