The register of domestic radio electronics has tripled in two years
In Russia, the number of positions in the Unified Register of Domestic Radio Electronic Products is growing rapidly. This is due to the active import substitution of foreign products against the background of the formed geopolitical situation. Such data from the Ministry of Industry and Trade were released in June 2024.
In 2022-2024, an official paradigm shift in the development of the Russian IT industry took place from import substitution to technological leadership. In the direction of microelectronics development, more than 550 projects are being implemented as part of support measures. Their total cost is estimated at 246.8 billion rubles. Of these, 118.1 billion rubles fall on the electronic component base and modules, 57.7 billion rubles - on equipment, 52.8 billion rubles - on equipment, 18.2 billion rubles - on materials.
As of 2021, the number of positions in the Unified Register of Russian Electronic Products was 3356. In 2022, their number rose to 7852, and by September 2023 reached 13,500. As of June 2024, the number of records increased to 24,089. Thus, in two years, the register of domestic radio electronics has tripled.
At the same time, experts point to a number of difficulties. Thus, Director of Analytics of ANO "Digital Economy" Karen Ghazaryan notes that, despite various measures to support the industry and its active development in general, there are problems with the component base.

The project is aimed at developing the production of telecommunications equipment in the Russian Federation, which, according to the idea of the Ministry of Industry and Trade, will contribute to achieving the goals of the country's electronic industry development strategy for the period up to 2030, approved by government order No. 20-r of January 17, 2020 and the state program "Development of the electronic and radio-electronic industry."
The explanatory note to the draft resolution states that at present the unified register of radioelectronic products contains information about more than 500 units of telecommunication equipment, which is assigned the status of Russian origin.
It also lists the main domestic manufacturers of telecom products, in respect of which it is proposed to apply the requirements of Resolution No. 719, included in the unified register of Russian electronic products. According to the Ministry of Industry and Trade, in the field of development of production of Russian telecom equipment in accordance with the Decree of the Government of the Russian Federation No. 109 on federal subsidies, in 2020-2022, 48 projects were supported for a total amount of budget funds in the amount of 17.9 billion rubles, including 18 projects supported in 2022 totaling 7.7 billion rubles.
Note that in April 2023, the Ministry of Industry and Trade also published on regulation.gov.ru a draft government decree, which proposed, through amendments to the 719th decree, to introduce a point system to determine the domesticity of telecom equipment. According to representatives of the Association of Developers and Manufacturers of Electronics, when extending the conclusions on confirmation of Russian origin of products, a number of their members were faced with the fact that the Ministry of Industry and Trade does not accept the conclusions of the Chamber of Commerce and Industry. The Ministry of Industry and Trade reported that by April 10, 2023, more than 2,700 applications for confirmation of production in Russia were under consideration in the Chamber of Commerce and Industry. Manufacturers are ready to work according to the new rules, and the register will expand significantly, the department added.
The founder and chief designer of Aquarius, Alexander Kalinin, called the current difficulties technical: according to the regulator's logic, the register should expand, and "everything goes to this" taking into account the lack of a requirement for a Russian processor in the technology. Change of rules for registration of radio-electronic communication equipment
On October 28, 2021, the Russian Ministry of Digital Development announced a change in the rules for registering electronic communications. Thus, the Ministry of Digital Development and the Ministry of Industry and Trade plan to synchronize the registers of software and radioelectronic products in order to develop a single mechanism to confirm the compatibility of domestic software with domestic equipment.
The Ministry of Industry and Trade advocates that the fulfillment of this requirement should become mandatory when entering this or that software in both registers. In the register of the Ministry of Digital Development, there is no such requirement by the end of June 2021. The products included in it can be fully implemented by Russian developers, but at the same time be incompatible with domestic hardware.

Replacing the term "Russian manufacturer" with "Russian developer"
In early April 2021, it became known about the plans of the expert council of the commission for the development of the radio-electronic industry under the State Duma (it includes representatives of the state corporation Rostec, ANO Computer Engineering, PJSC Micron and other structures) to reform the terminology base of Russian legislation, according to which the product and manufacturer are recognized as Russian. The main idea is to replace the term "Russian manufacturer" with "Russian developer."
According to the rules in force by April 2021, to obtain the status of a Russian manufacturer of a company, it is enough to be a tax resident of Russia or one of the countries of the Eurasian Economic Union (EAEU), which also includes Belarus, Armenia, Kazakhstan and Kyrgyzstan.
The new version of the law proposes to prescribe that any company that owns patents for certain technologies that serve as the basis for creating added value and making a profit is recognized as a Russian developer.
The proposed concept of "Russian developer" instead of "Russian manufacturer" is associated with the introduction of a special tax regime for software developers, an electronic component base and electronic products into the Tax Code, the members of the expert council explain. A special tax regime for such enterprises has been in effect since the beginning of 2021.
Another proposal is to distinguish between the terms "industrial products of Russian origin" and "industrial products produced in the Russian Federation." The first term, as conceived by the authors, implies technologies, intellectual rights to which belong to Russian developers. In the second case, we are talking about the production of products in which the share of Russian operations exceeds 50%.[12]

Preparation of the register of Russian radio electronic equipment for launch
On July 23, 2019, information appeared that a single register of domestic radio electronic products will be launched in Russia by January 1, 2020. The decision on this was included in the decree of the Government of Russia No. 878 of July 10, 2019 "On measures to stimulate the production of electronic products in Russia," published on the Internet portal of legal information. According to the document, the project will be implemented by the Ministry of Industry and Trade, and the very implementation of the register will take place in several stages.
The register of domestic radio electronics is created in order to limit the state procurement of foreign radio electronic products and stimulate the development of production of Russian telecommunications equipment. The development of the production of Russian radio electronics is included in the range of tasks of the federal project "Information Infrastructure." This project is part of the national program "Digital Economy."
Radioelectronic components produced abroad will be included in a separate list, the task of filling which will also be fulfilled by the Ministry of Industry and Trade. The deadline is also January 1, 2020.
Restrictions on admission to public procurement of foreign radio electronics will not apply in two cases - if the developed register does not contain Russian products of the same class as foreign products planned for purchase, as well as if the Russian equipment available in the register does not meet the customer's requirements for operational, technical and functional properties.
The Government decree states that the Ministry of Industry and Trade has been instructed over the next two months to work out the principle of assigning and confirming the status of radio electronic and telecommunication equipment of Russian origin and including it in the register. In addition, within the specified period, the Ministry needs to develop a procedure for conducting field inspections to carry out an examination of equipment on the territory of the applicant.
The second stage will begin on September 1, 2019. It consists in the formation and maintenance of the register directly in the state information system of the industry. The third stage will be the approval of requirements for the level of localization of the production of radioelectronic and telecommunication equipment, as well as methods for determining its Russian origin. The Ministry of Industry and Trade was instructed to fulfill this requirement until January 1, 2020[14]
Instruction to the departments developing the draft legal act on the creation of the register
In January 2019, the creation of a register of Russian radio electronics entered an active phase. Government of the Russian Federation determined the timing of its development and specific provisions. The development of the draft legal act on the creation of the register was entrusted to, To the Ministry of Industry and Trade,, and Ministry of Economic Development Ministry of Digital Development, Communications and Mass Media FAS a number of other relevant departments. Initially, it was assumed that the new register would become part of the current register of telecommunications equipment of Russian origin (TORP), which, on the basis of Government Decree No. 858-r of 2010, is under the jurisdiction of the Ministry of Industry and Trade.
Among other requirements set for the departments was a comparative analysis of the cost and economic conditions for the production of telecommunications equipment outside Russia. They were also required to submit proposals by May 1, 2019 to increase the rate of import customs duty (up to 20%) on equipment, analogues of which are produced in Russia in accordance with the register data.
In addition, the Ministry of Industry and Trade, the Ministry of Finance and the Federal Antimonopoly Service were invited to develop and approve an order defining the form of a standard state contract for the purchase of telecommunications and electronic equipment by June 1, 2019. The contract was obligatory to contain obligations to purchase domestic telecommunications equipment from the TORP register.
