Creation of a register of national industrial products

On July 24, 2023, the Russian Government submitted to the State Duma a bill on the creation of a register of national industrial products. The document is aimed at "consolidating measures to stimulate the acquisition of Russian industrial products in the implementation of investment projects with state support."

The bill defines the concept of "Russian industrial products": produced on the territory of the Russian Federation, meets the criteria for confirming production in accordance with a government act and is included in the corresponding register. In addition, the concepts of "manufacturer of Russian industrial products" and "digital passport of industrial products" (technical characteristics of the product, classification information, information about suppliers, manufacturers, import substituting analogues, certificates of conformity, logistic characteristics and other important information) are introduced.

A register of national industrial products is being created in Russia

As part of the initiative, a system of digital passports of industrial products will be created, the purpose of which is to establish a single dynamic tool for identifying the same type of goods, works and services. It is assumed that this will allow combining the disparate classification and description of single resources in the directories of various objects of information technologies (software and hardware complexes), aggregating information and ensuring the development of related services for users throughout the life cycle.

The introduction of a system of digital passports of industrial products will allow not only to integrate a single mechanism for identifying such goods, but also to accumulate information on the most necessary support measures for both Russian industrial manufacturers and customers. It is proposed to label domestic industrial products with a QR code, which will allow viewing characteristics and information about the level of localization in the state information system of the industry.^[1]"
