2025: Russian Prime Minister Mikhail Mishustin allocated ₽200 million for the digitalization of health care in the Kursk region

Russian Prime Minister Mikhail Mishustin signed an order to send ₽196,76 million to the budget of the Kursk region from the government reserve fund to co-finance the uninterrupted functioning of the State Information System in the field of health care in the region. The funds are also aimed at protecting information on this platform. This became known on December 5, 2025.

To the Ministry of Health Russia It was instructed to ensure the conclusion of an agreement on the provision of a transfer no later than 30 calendar days after the publication of the document, to control the use of funds and submit a report to the government by March 1, 2026. Funding is provided in full to ensure the stable operation of the regional health information system.

By ensuring the protection of information of the State Information System in the field of health care, we mean the conclusion of contracts for the supply of information cryptoprotection tools, security analysis tools, antivirus software. These measures are necessary to prevent unauthorized access to patients' medical data.

The contracts will be related to the provision of technical support services, updating information security equipment, certification of the health information system of the Kursk region for compliance with information security requirements. In addition, contracts should be aimed at the supply of switching equipment, virtualization systems and operating systems for the GIZ.

Information cryptoprotection tools provide encryption of data during its transfer and storage. This prevents sensitive health information from leaking. Security analysis tools allow you to identify vulnerabilities in the system before attackers exploit them.[1]
