The electronic document management system is IRM businessDoc, in it the possibility of interaction of diverse information systems is implemented, legally significant intercorporate electronic document management between separate legal entities is created, there is a mobile client giving an ability to manage the enterprise or the organization in a continuous duty. The corporate clients already now using this system are large developer ('SPb Renovation'), insurance (Oranta), power sales (Mosenergosbyt) and other companies. The solution is implemented in the state bodies and the organizations of the Government of Moscow connected with management of the construction industry of the megalopolis.


Still rather recently it was not accepted to connect document flow with productive activity of the company and especially with its business objectives. It was talked of especially administrative tasks. At the same time the systems of documentary providing worked as 'Cinderella', ensuring classical functioning with documents from their registration, fixing of changes, instructions, the reporting on execution before transfer to archive. User requirements grew, the quantity of the document types which are subject to electronic storage increased. All new and new processes of managerial and production character were taken. How with growth of scale and depth of the automated processes also the essence of document flow unexpectedly changed, the top manager of Systems and Projects group Dmitry Kochubey told.

Today, speaking about EDMS, the document flow directed to the solution of the main business challenges providing production processes often is meant. It is possible to give the town-planning industry as a bright example. One of the main aspects accompanying this process from formation of investment intentions before commissioning of the facility is documentary providing. It includes as the engineering documentation received as a result of design of objects and territories, and organizational and administrative, providing legal status of construction or relationship of participants of process, including with state bodies.

At the same time electronic archives from what the service 'engineering' within which the specialists performing work on the correct classification, indexation, scanning and warehousing of documents in electronic storage with selection of significant fields in a separate semantic information layer are provided to clients naturally was born became an integral part of the systems of documentary providing. The companies which provided themselves with electronic archives are in advantageous provision today — they have quick access to all history of emergence of this or that question with the automated access isolation, whether it be personal information, finance, engineering or other documents.

Having passed all way of formation of domestic electronic document management since the beginning of the 90th years, the Systems and Projects group worked on improvement of work with information taking into account requirements of time and users. IRM Doc product line which is released in 2011 created based on the famous Cinderella system became result. IRM Doc provides integrated management of different processes and integration with a number of automated systems, including financial systems and also solutions working with CADBIM//GIS and other technologies. It does not mean that IRM Doc substitutes financial systems or the systems of professional design, but in addition to the most difficult development process of the engineering document there is an approval process, not less difficult on labor input and duration. And approvals not only of the customer, but also conducting different examinations, for example from state bodies. And it already interaction with automated systems of the external organizations, portal, service - the focused and other technologies, including mobile solutions for remote access to information resources.

Before software developers in town-planning area inevitably there was a task connected with optimization of data processing and an agreement of administrative and production document flow with the project documentation on construction objects and financial and contractual information. At the same time it is necessary to consider that different people work with different information types (accounts, acts, drawings, estimates, letters, etc.), carrying out tasks within the production processes.

Today the received solution seems simple and easy for perception. But visible simplicity hides under itself very complex technology work at the physical layer providing logical relationships, normalization of diverse data (which arrive from different sources and not always have an adequate format), the analysis of their completeness, etc. You should not forget also about a problem of processing and physical placement of a huge number of various documents and data, and it often occurs not just on different servers, but also on significantly the platforms deleted from each other. And to the user there should be no case before where actually information is stored. To it quick and convenient access to the so-called folder on a question (from iPad or a stationary workplace) whether it be financial and contractual, organizational and administrative documents or geodetails is important. Information should be logically connected and easily accessible in every sense this word.

Proceeding from these requirements of the market our group developed a new solution of IRM TDRM which represents the Management System for Development of Territories (MSDT). As a reference platform for it the product line of Oracle was selected. That users could work via any browser and at the same time also from mobile devices, the 'easy' solution with the thin client is executed. In fact it is composite and integrates in a unified environment the best practices of different producers, including solutions for project portfolio management, finance, BIM, BPM, GIS and other technologies in architecture of SOA (Service Oriented Architecture). Or, as stated according to recent trends — IOA (Information Oriented Architecture). Thus, in single solution diverse data integrate, turning at the user level into information with simple and convenient access to it.

Considering experience of Stroikompleks of the city of Moscow, we see how wonderfully from the system of simple document flow in the way to technology and engineering services the integral industrial solution was born. It can be used in regional profile state bodies, allows to create and control accomplishment of target town-planning programs and actions, to perform the code of data for control of financing on the performed works and terms and also to coordinate project solutions on complex territorial schemes and separate subjects of programs.

For the state corporations and the commercial organizations solving problems of design and construction of facilities, such approach creates a common information space for storage and processing of arrays of the diverse information which is effectively distributed between participants. This space covers all stages of construction projects that without fail increases transparency of management of programs and project portfolios, provides standardization of accomplishment of standard stages and stages, reduces cost value, increases efficiency and reduces implementation terms. It occurs due to improvement and automation of procedures of planning and operating control of course of execution within a single system of the project reporting. The solution architecture has modular structure and expanded means of 'seamless' integration with the existing adjacent systems of the customer.

Key entity of the solution IRM TDRM are construction objects which are inherently rather difficult. It can be also the city in general as a uniform control object, and town-planning zones with specific modes of legal regulation, both the certain built-up territories and the land plots and also the projectible, under construction and operated buildings, constructions and objects of engineering and transport infrastructure. Each such object has hundreds of parameters — location, functional purpose, design and technical features, the property rights, history of an object and other is much.

Returning to interrelation of documents, processes and engineering services, it would be desirable to remember the transfer of public services which is well under way in Moscow in the field of construction in an electronic form at which the necessary and compulsory provision is ensuring the legal importance of interdepartmental electronic interaction at examination, preparation and approval of different documents. For the public authorities performing generally control and approving functions which are correctly constructed and interconnected processes of document flow with involvement of all participants in an electronic form of relationship have key value.
