iTender-Privatization

The Fogsoft company released in the fall of 2012 the new software solution "iTender-Privatization" for implementation of electronic biddings according to the resolution of August 27, 2012 No. 860 "About the organization and carrying out sale of the state or municipal property electronically".

The state heads for mass disposal of non-core assets in the form of the property (including, the state and municipal enterprises). Emergence of resolution No. 860 on introduction of electronic biddings is directed to it, emphasized in the company.

"Electronic privatization will allow to make process of biddings by more transparent — the CEO of Fogsoft Fogilev Mikhail is sure. — Even if biddings will take place with violations, then there will be much more opportunities these violations to reveal, get acquainted with the course of biddings and if necessary to dispute results. Besides, it will be much simpler to take part in biddings now that is important, considering geography of our country".

It should be noted that the new resolution allows owners of electronic marketplaces to perform from among the legal entities registered in the territory of Russia electronic biddings on implementation of this type of property. This resolution works within Article 32.1 of the federal law of 12/21/2001 No. 178-FZ (an edition of 12/6/2011) "About privatization of the state and municipal property".

As the technological solution providing execution of requirements of resolution No. 860, Fogsoft proposes to implement electronic marketplaces on the iTender-Privatization platform. Tendering in this system can be performed in the form of an auction with an open form of submission of price bids for the property, specialized auction, tender, sale of property by means of a public offer and without the declaration of the price.

Besides, the provided electronic trading system can be also finished by expansion of its functionality. For example, it is possible to automate development and approval of the plan of privatization or a financial system of the platform.

The similarity of its interface with the known electronic marketplaces on the iTender-Bankrotstvo platform for implementation of property of debtors on bankruptcy — own development of Fogsoft based on which more than 20 ETPs work will become feature of a new system. According to the company, totally on this platform the most part of the auction on bankruptcies in Russia is held. Also added to Fogsoft that in the majority target audience of platforms on bankruptcy and privatization one — "wishing profitable property acquisitions, the majority of which are well familiar with the interface of platforms on the iTender platform".
