2023: Putin signed a law on receiving burial benefits through Public services

On December 25, 2023, the president Russia Vladimir Putin signed a law according to which citizens can apply for social benefits for burial through the portal. Public services The person who, regardless of the fact of kinship with the deceased, took on all the costs of organizing his funeral can apply for these funds.

The document says that the payment of benefits will be carried out on the basis of an application submitted to the Pension and Social Insurance Fund of the Russian Federation, as well as information from the Unified State Register of Civil Status Records, without receiving a death certificate upon request.

The law defines the procedure for the burial procedure. In particular, the cost of services provided according to the guaranteed list is determined and approved by local governments. At the same time, the Pension and Social Insurance Fund reimburses the specialized funeral service for burial costs in an amount not exceeding 7793.48 rubles (as of the end of 2023). This amount is subject to indexation once a year based on the consumer price growth index for the previous year.

The application for the appointment of social benefits for burial, submitted in electronic form using the Unified Portal of State and Municipal Services, is signed by a simple electronic signature or an enhanced unqualified electronic signature of the applicant - an individual. An application for social benefits for burial may be submitted no later than six months from the date of state registration of death.

From mid-October 2020, residents of the Moscow region can arrange places for burial online. The new service was launched on the regional portal of public services and is available to residents of eight urban districts: Voskresensk, Odintsova, Solnechnogorsk, Yegoryevsk, Krasnogorsk, Istra, Dmitrov, Lyuberets, the Ministry of State Administration, Information Technologies and Communications of the Moscow Region reported.

As the Minister of Public Administration, Information Technologies and Communications of the Moscow Region Maxim Rymar explained, earlier it was necessary to apply for a certificate of burial to the administration of the municipality, and now this can be done via the Internet and get a ready-made document in the MPSC.

It is noted that receiving the service of providing places for burial/burial in electronic form has become one of the stages of implementation in the Moscow region of the federal super service "Loss of a loved one." This is a set of digital services that provides support in organizing the processes of farewell, receiving guaranteed and insurance payments, and obtaining an inheritance.

To open a new service, you will need to go to the website of public services, first select the "Personal documents" section, then "Documents for individual cases."

In the "Details" section, you will need to explain the purpose of your appeal and fill out a questionnaire, attaching documents. This is a copy of a passport and a death certificate. To verify all documents and obtain a result, you will need to contact the MPSC. The service is free of charge for one day.

Development of a service for organizing a funeral

In early September 2020, details about the creation of a superservice for organizing the funeral "Loss of a loved one" became known. This project is supervised by the Ministry of Communications.

According to Kommersant, citing a source familiar with the plans of the product developers, through it it will be possible to obtain a death registration without visiting the registry office, apply for a burial allowance and receive them, choose a place for burial or crematorium.

In addition, through this electronic public service, it will be possible to cancel the powers of attorney issued to the deceased during his lifetime, close his bank accounts. Another function of the service is to open a hereditary case and obtain an electronic certificate of inheritance. The Ministry of Telecom and Mass Communications believes that the service will be used by up to 450 thousand people a year.

The publication says that the Ministry of Construction and Housing and Communal Services of the Russian Federation, appointed three years ago by the regulator of the funeral industry, was not able to obtain the authority to organize the legislative framework in the project "Loss of a loved one."

The Ministry of Telecom and Mass Communications asked the Government of the Russian Federation to include in the agenda of the meeting of the Presidium of the Legal Commission on Digital Development the issue of empowering the Ministry of Construction on burial and funeral matters in order to speed up the process of creating a super service "Loss of a loved one."

As stated in the letter of the deputy head of the Ministry of Telecom and Mass Communications Oleg Kachanov, sent on July 20 of this year to the Ministry of Construction of the Russian Federation, the launch of the service is hindered by unresolved issues on the organization of ritual services, the allocation of a place in the cemetery and the funeral on the basis of an electronic death certificate.

Market participants opposed this project, explaining that the development of online services is unprofitable for funeral agents working in the gray zone and companies that are monopolists in a particular city.[3]
