Consideration of the request for accreditation is carried out by profile departments to which the task for check goes. In case of approval of the request by all approving persons, the partner receives the status "Is accredited", in case of refusal any of approving — is included in the black list. Accreditation is issued for a certain term and only on certain specializations (categories of purchase). The submitted proposal automatically is ciphered by public key of the security service specialist and stored in a System in encrypted form. The program logic of a system does not allow interpretation of offers before date and time of the end of acceptance of offers. After approach of the specified term, the authorized security service specialist is given an opportunity to make interpretation and opening of electronic envelopes with proposals of participants. Only after offers will be decrypted, the employee of purchasing department can study them.

Criteria assessment of proposals of applicants

For the purposes of the formalized comparison and comparison of proposals of applicants of LotExpert gives an opportunity of carrying out criteria assessment of offers on the stated evaluation criteria. 2017: Announcement

The Ultimeta company, the Russian developer of management systems for purchases, at the beginning of November, 2017 submitted the profile LotExpert.Development software product providing the innovation mechanisms for optimization of purchasing process at implementation of purchases of SMR (installation and construction works), PIR (design and exploration work) and Inventories (inventory items).

"LotExpert.Development" is specialization of a trade platform of "LotExpert", the profile product developed especially for the enterprises specializing in construction management.

We began implementation of the profile software product for the enterprises working in the field of development and construction management during the project on creation of a corporate trade purchasing system of PFG Safmar — explained in Ultimeta company. — System development was initiated by the largest developer enterprise of group, A101 Development company. The project we started in September, 2016, and at the beginning of 2017 the company announced the first procurement procedures. Finally all project works were completed in the middle of 2017.

Based on the got project experience the separate specialization of a trade platform of "LotExpert" implementing functionality for optimization of purchasing process in the field of construction management was selected.

The methodology of carrying out the tender for accomplishment of the installation and construction works (ICW) was developed. Feature of these purchases is need to receive from the participant as a part of the offer the detailed estimate of the project which can consist of thousands of work types, have multilevel hierarchy of structure of the estimate. As a rule, the organizer receives these estimates in the MS Excel format, providing to the participant a template for filling. Comparison of these estimates, identification of dumping and wrong positions occupy huge amount of time from purchasers and estimators. "LotExpert.Development" completely automates this process, giving an opportunity to the participant to create the electronic estimate on the platform, having specified the prices for works and materials in a binding to the corporate qualifier of work types in an interactive grid. After opening of envelopes with offers, a system automatically makes comparison of estimates by each work type and creates the pivot reporting table for procurement authority.
