2024: Launch of anonymous chatbot to provide advice to citizens

The Ministry of Internal Affairs launched an anonymous chatbot to provide consulting assistance to citizens faced with the actions of fraudsters. This was announced on December 27, 2024 by the press service of Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technology and Communications, with reference to the Telegram channel of the Department for Organizing the Fight against the Illegal Use of Information and Communication Technologies of the Ministry of Internal Affairs.

If you encounter fraud, tell the bot about it, he will be able to tell what to do in a specific situation. In addition, by analyzing your situations, we will be able to better confront criminals, - says the description of the bot "Assistant to the Cyber Police of Russia."

The Ministry of Internal Affairs stressed that the functionality of the bot includes only consultation of citizens about the crimes committed. To submit an application for an offense, you need to directly contact law enforcement agencies.

As of December 2024, the high rate of telephone and network fraud is one of the most acute problems in the country, said Anton Nemkin. {{quote 'Only in the third quarter of this year, the volume of thefts from Russian bank accounts amounted to 9.3 billion rubles, while 9.2 billion of them were stolen from individuals. The Russian government has already announced the launch of new tools to combat cybercriminals. The corresponding package of bills will be submitted to the State Duma in 2025, - said the deputy. }}

At the same time, Nemkin notes, the situation is aggravated by the low rates of detection of IT crimes, as previously discussed in the Prosecutor General's Office of Russia.

As of December 2024, cybercrime detection is at 25%. Criminals are almost elusive for law enforcement agencies, since they work very quickly. The problem is that many citizens either do not report offenses at all, or do so after some time. Although it is the first hours after the attack that are extremely important in order to track the ways of withdrawing funds, the deputy believes.

First, it will increase the awareness of citizens about the steps that should be taken in the first hours after committing fraud. Secondly, it is a convenient knowledge base containing information about key threats that can be found on the Internet, including hacking pages on social networks, infecting devices with viruses and compromising personal data. I think that in the future the bot must be supplemented with information about current fraudulent schemes. This will allow you to promptly warn citizens about new threats on the network, "the deputy emphasized.
