2026: Project Suspension
In February 2026, the Minister of Industry and Trade of the Russian Federation Alikhanov announced the suspension of the project to create a single modular platform for the Russian auto industry. The amount of estimated funds for its financing amounted to 160 billion rubles. The reason is the high capital intensity of the initiative and budget restrictions.
The implementation of the project, which implies the unification of platform solutions in the automotive industry, was postponed indefinitely due to the lack of the necessary amount of state funding. Private producers, as the minister explained, are not ready to bear such costs on their own.
Initially, the modular platform development project was considered as one of the key elements of the industry strategy. At the end of November 2024, at a meeting in the Federation Council, the head of the Department of the Automotive Industry and Railway Engineering of the Ministry of Industry and Trade Tigran Parsadanyan described in detail the parameters of the future program.
According to Parsadanyan, FSUE NAMI was to become the responsible contractor. It was planned to involve AvtoVAZ, GAZ, KamAZ and other interested manufacturers. The funds were supposed to be directed both to the development itself and to the subsequent introduction into industrial production.
During the November discussion, Tigran Parsadanyan also commented on the policy regarding special investment contracts (SPIC). He stressed that the ministry has no goal of forcibly attracting foreign (Chinese) producers.
Earlier, when approving the federal budget for 2025-2027, more than 80 billion rubles were allocated for relevant work for NAMI. For the first three years. However, the draft law on the budget for 2026-2028. no longer contains subsidies for these purposes.[1]
2024: Allocation of ₽160 billion for platform development
160 billion will be allocated for the creation of a single modular platform for Russian cars within five years. The main developer will be FSUE NAMI with the participation of the largest domestic automakers. This became known in December 2024.According to TASS, Tigran Parsadanyan, director of the department of the automotive industry and railway engineering of the Ministry of Industry and Trade of Russia, said that the emphasis will be on creating a platform for cars of classes C, D and E. AvtoVAZ, GAZ and KAMAZ will be involved in the implementation of the project.
Fedor Nazarov, General Director of FSUE NAMI, noted that pre-project activities to create a single modular platform started in 2024.

Russian Minister of Industry and Trade Anton Alikhanov said that on the basis of the new domestic platform, it is planned to produce not only cars with internal combustion engines, but also hybrid cars and electric vehicles.
The government will provide additional funding to support the automotive industry in 2025. ₽36 billion will be allocated for the program of preferential car loans, ₽27 billion for preferential leasing. The basic discount on car loans will be 20% of the cost of a car with an internal combustion engine, for residents of the Far Eastern Federal District - 25%.
State support programs apply to medical workers, education workers, participants in a special military operation and members of their families, citizens with disabilities, as well as families with children purchasing cars in the Far Eastern Federal District. Under the terms of the program are cars worth up to ₽2 million, gaining at least 1.6 thousand points for localization.[2]
