NIS-Platforma

One of activities of the federal network operator of NIS GLONASS is participation in creation of navigation information centers and monitoring systems of transport based on the multifunction software "NIS-Platforma". The telematic platform is intended for acceptance, processing, temporary storage and transfer of navigation and telemetric information from the aircraft navigation and coherent equipment GLONASS/GPS, set on vehicles, in the dispatching centers.

"NIS GLONASS" developed by request of Rostransnadzor the federal system of remote control of transportations of dangerous loads using GLONASS/GPS technologies based on the software "NIS-Platforma".

A system allows to control traffic in transit of dangerous loads: perform data processing, arriving from the aircraft equipment based on a GLONASS/GPS installed on vehicles trace coordinates and routes of movement, to control observance of the schedule of the movement, the high-speed mode, fuel consumption, deviations from a route, non-staff situations on roads. System operation of remote control of transportations of dangerous loads will allow to increase effective management of transport processes and safety of transportations.

The federal system of remote control of transportations of dangerous loads became a basis for creation of the regional navigation information centers (RNIC) based on "NIS-Platformy". In 2011-2012 the regional centers in Moscow, Amur, Murmansk, Kirov, Smolensk, Vologda, areas, the Khanty-Mansi federal district, the Republic of Ingushetia were started.

RNITs based on a universal "NIS-Platformy" provides integration diverse information and geographic information systems, implements data exchange between different navigation information supplements. Work of such center promotes creation of uniform navigation information space in the specific region and its integration into all-Russian. Opening of RNITs in the territory of the Russian Federation allows to optimize costs and implementation time of industry monitoring systems of transport in the region in general and at the separate enterprises in particular.

Solutions on the basis "NIS-Platformy" increase efficiency of a transport complex in general, safety of transportations by all means of transport and promote integration of regional navigation information centers with the federal system of remote control and supervision in the field of ensuring transport security at implementation of transportations of dangerous loads which will begin to function on January 1, 2013.

2013: 3 thousand vehicles in the subjects of the Russian Federation were connected to the telematic NIS platform

In 20 territorial subjects of the Russian Federation across which territory there pass transport corridors "North-South" "East-West", 3 thousand units of the motor transport were connected to multifunction telematic "NIS-Platforme". Connection of two categories of transport – passenger and transporting dangerous loads became the first stage of works. In the nearest future transport of housing and public utilities, ambulance, school buses will be connected to the telematic platform.

"NIS-Platforma" it is intended for acceptance, processing, storage and transfer of navigation and telemetric information from the aircraft navigation and coherent equipment GLONASS/GPS installed on vehicles in the automated supervisory center and supervision of Federal Service for the Oversight of Transport (ATsKN of Rostransnadzor) and the dispatching centers of commercial customers.

"NIS" takes active part in implementation of large-scale plans of the state for development and standardization of navigation and information market of the Russian Federation, including investing in creation of infrastructure of the regional dispatching centers. For the first time in the contemporary history of Russia process of implementation of navigation technologies purchased mass, complex character and such scope. Three thousand cars connected to a telematic "NIS-Platforme" - only the beginning of large-scale work on equipment of the categories of transport regulated by the state. The total quantity of transport which is subject to obligatory equipment in 20 subjects of the Russian Federation makes more than 138 thousand units (passenger, including school buses, fast and emergency aid, transport of housing and public utilities, transport transporting special, dangerous, large-size and heavy loads). It is expected that since 2014 taxi will get to category of the vehicles which are subject to obligatory equipment that will increase the segment regulated by the state to 220 thousand units. "NIS" will render services not only to the organizations which are engaged in the transportations regulated by the state but also all consumers interested in it. Be connected to "NIS-Platforme" can do all organizations with own vehicle fleet which in 20 regions of Russia makes more than 1.4 million units of transport today.
