National network of high-precision positioning (NSVP System of determination of coordinates)

National network of high-precision positioning - JSC Rossiyskiye kosmicheskiye sistemy service of determination of coordinates of C objects decimeter and centimetric accuracy in real time.

2017

On December 5, 2017 the Russian Space Systems (RSS) holding entering into Roskosmos announced creation  of an operating company of services on the basis of network of high-precision satellite positioning. The new structure under the name of National Network of High-precision Positioning (NNHPP) LLC which was a part of RKS is created for distribution of services of high-precision navigation on the basis of GLONASS system.

At the end of 2017 RKS, NP OSVSP and the Government of the Novosibirsk region agreed about cooperation in the project of creation and development of a segment of NSVP based on 36 satellite stations located in the region. Then it was announced the beginning of cooperation between RKS and JSC Roskartografiya in creation and development of land infrastructure of NSVP.

2015

On July 27, 2015 JSC Rossiyskiye kosmicheskiye sistemy announced the beginning of creation of National satellite network of high-precision positioning (NSVP).

The opportunities given to NSVP can be used for the solution of difficult technology tasks in construction, control of all means of transport, the maintenance of infrastructure facilities, a land complex and other spheres. NSVP repeatedly – – will increase the accuracy of satellite navigation to centimeters. Formation of NSVP will allow regional administrations and local operators it is essential to increase cost efficiency of geodetic and cartographic support of construction, cadastral survey, management of a land complex, objects of capital construction and transport. Consolidation in the general network about 800 adjusting GLONASS stations of the different operators who are already acting today in the country will make Russia the world leader in navigation accuracy.

Equipment of communication systems of JSC Rossiyskiye kosmicheskiye sistemy, 2014

Main objective of the project as it is formulated by the company - formation of a navigation field of high accuracy in the territory of Russia. It is supposed to integrate more than 600 GLONASS satellite referentsny stations on the basis of which separate regional networks of high-precision positioning and network of large state and commercial owners are organized.

NSVP will provide users with a set of the guaranteed services of positioning, available 24 hours a day and 7 days a week. Recalculation of the received measurements in different coordinate systems is possible.

Increase in a zone of a navigation covering is reached by construction new and optimization of the existing networks, respectively, possibilities of end consumers in borders of the created network will be considerably expanded, and determination of coordinates of objects in real time will reach decimeter and centimetric accuracy.

There are arrangements on participation in the project of Rosreestr, a number of owners of large differential geodetic networks, such as JSC Rostekhinventarization-Federalnoye BTI, JSC "Russian Railways", JSC Roskartografiya and also regional networks in St. Petersburg, the Kursk, Arkhangelsk, Vologda, Omsk, Yaroslavl and Novosibirsk regions. Negotiations on participation with owners of networks in the Tyumen region, Altai and Perm Krai are conducted. Active assistance of the regional authorities to development of NSVP allows to speak about perspective of formation of an all-federal covering by 2020.

Is going to solve a technical problem of creation of a single network of high-precision positioning and ensuring implementation of function of her operator "Russian Space Systems" on the basis of use of mechanisms of public-private partnership using the domestic integration technology created together with non-profit partnership of "Operators of networks of high-precision satellite positioning".

Economic effect of creation of NSVP: reduction of capital costs of creation of networks of referentsny stations for the benefit of specific consumers; thanks to consolidation of networks – considerable expense reduction on operation and maintenance of networks of referentsny stations.

The NSVP project can integrate more than 1200 differential geodetic stations GLONASS/GPS located in the territory of Russia. RKS as the operator of NSVP is going to use resources of OSVSP non-profit partnership as an organizational technology platform for further deployment of a single National network of high-precision satellite positioning.

Many Russian regions are interested in use of NSVP: Novosibirsk, Krasnoyarsk, Yaroslavl, Vologda, Kursk, Omsk, Tyumen regions, Yamalo-Nenets Autonomous Area, Republic of Tatarstan, Republic of Crimea.
