2022: Announcement of the completion of the development of the "Electronic Document Storage Center Platform"

By the end of 2022, the development of the state information system "Platform" Center for the Storage of Electronic Documents "" (Platform "CHED") will be completed in Russia. With the commissioning of the system, documents created in electronic form will be transferred for permanent archival storage online, without mandatory printing on paper. The operator of the ZED platform is the Ministry of Digital Engineering of Russia, which announced this on June 15, 2022.

By June 2022, all federal departments must send documents to the State Archive of Russia in printed form. We are even talking about electronic documents signed with an electronic signature. This entails excessive paper consumption and creates a burden on departments.

The CHED platform will abolish the mandatory printing of electronic documents sent to the State Archive.

Archival documents contain information that is significant for the state and society, which is subject to storage. This platform will allow you to transfer electronic archive documents for storage and keep records of these documents without resorting to creating paper versions. Such a measure will not only help save money on printing, but also optimize workflow processes and reduce the labor costs of archive workers. Together with Rosarchiv, we are trying to simplify the task as much as possible for departments to switch to electronic storage. For example, for departments where there is no archive module in their document management system, we are developing a cloud application. There it will be possible to temporarily store and in the future send documents to "CHED," - said the deputy head of the Ministry of Digital Science of Russia Andrei Chernenko.

The "CHED" platform is created for:

  • picking;
  • accounting;
  • storage;
  • use of electronic archival documents.

CHED will ensure the integrity, integrity and usability of documents throughout the shelf life, while maintaining legal significance.

14 departments have already joined the platform as part of pilot operation in June 2022, among them the Ministry of Industry and Trade, the Ministry of Education, Rosstandart, Rosturizm, the Ministry for the Development of the Russian Far East and others. By the end of the year, the number of connected authorities will increase to 20.

GIS "Platform" CHED "" will be connected to the system of interdepartmental electronic document management. Thanks to this, departments will be able to send electronic archival documents to the State Archive of the Russian Federation for storage, as well as receive confirmation of the placement of documents in them. Documents sent for storage will have an enhanced qualified electronic signature. Automation of the search for documents in the system will allow you to quickly find the desired document if necessary, - commented Maxim Rymar, director of the Voskhod Research Institute.

The Ministry of Digital Engineering is creating an interdepartmental working group on GIS for the long-term archival storage of electronic documents

The Ministry of Digital Science decided to create an interdepartmental working group on the platform "Center for the Storage of Electronic Documents" (GIS "Platform CHED"). The draft order of the department on the creation of the group was published on July 23, 2021 on the official website for posting draft regulatory legal acts[1]

Representatives of the Ministry of Digital Industry of Russia, Rosarkhiv and other departments will enter the interdepartmental working group. Its exact composition must later be approved by the Ministry of Digital Science. The draft order says that experts and specialists who are not members of the group can be involved in the work of the group, if necessary, with an advisory vote.

Among the tasks of the working group is to consider issues, prepare proposals for amending the legislation of the Russian Federation in order to create a platform "(photo - olimp.best)"

A group is being created within the framework of the Digital Public Administration project of the Digital Economy national program. The project implies the implementation of measures in order to ensure the processes of long-term archival storage of electronic documents at the expense of the CHED platform while maintaining their legal significance for federal executive bodies. The platform will allow you to automate the main functions of the archive, determined by the legislation of the Russian Federation in the field of archival businesses and workflow: storage, acquisition, accounting and use of electronic archival documents.

The task of the interdepartmental group will include the coordination of the activities of the FFIV, state extrabudgetary funds and commercial organizations necessary to create, develop and ensure the functioning of the CEHE platform.

The group will also consider issues and develop proposals for the creation of this platform, develop criteria for assessing the results of its creation. Among the tasks is the consideration of issues, the preparation of proposals for amending the legislation of the Russian Federation in order to create a platform.

Meetings of the working group will be held as needed, but at least once every two months.

Create GIS for long-term archival storage of electronic documents

In early June 2021, it became known about the creation by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation of a new state information system (GIS) designed for long-term storage of electronic documents. It was called the Platform "Center for the Storage of Electronic Documents" (GIS "Platform CHED").

Ministry of Digital Engineering develops GIS for long-term archival storage of electronic documents

The Ministry of Digital Science explained that GIS will help automate the main functions of the archive, ensuring reliable storage, acquisition, accounting and use of electronic archival documents through the use of information and communication technologies. It is assumed that the use of this system, among other things, guarantees the safety of electronic archival documents, will reduce the risk of loss of documents, will reduce the cost of storing, picking, accounting and using archival documents, as well as facilitate the search and work with them.

According to the draft resolution, by December 31, 2021, the "CHED Platform" must be put into trial operation; and exactly a year after that - put into operation. From January 1, 2025, GIS "Platform" CHED "will be used for the transfer for permanent storage of electronic archival documents to federal authorities.

Financing of measures for the creation, development and operation of the CHED platform in 2020-2024. It is planned to be carried out at the expense of the federal budget within the framework of the Information State subprogram of the Information Society state program[2]
