2022: Launch of the first regional service using a mobile signature
The first regional service was launched using the State Lyucha mobile signature. This was reported in the press service of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation on August 8, 2022.
We are talking about a service called "Provision of land plots without bidding," which is available in the "Land and Construction" section on the portal of the Public services of the Moscow Region. The service is offered by the regional Ministry of Property Relations.
The service has been provided electronically since 2019, but since August 2022, when online registration of land for rent or property without bidding on the regportal, you can sign a purchase and sale or lease agreement in the Goskleuch application.
To receive the service, you need to fill out an application on the regional portal. After the successful execution of the online application, a contract of sale or lease will come to the applicant's personal account. Further, it is necessary to sign an agreement in the "State Key" application within 24 hours using an enhanced qualified electronic signature (UKEP). After that, the file with the electronic signature will return to the applicant's personal account.
To obtain a UKEP certificate in the "State Department" you will need:
- a confirmed account on the Public services;
- a smartphone with an NFC module;
- a new generation biometric passport (it contains a chip with personal information that allows you to identify a citizen).
The main task of the State Lyucha mobile electronic signature is to make services with the signing of an enhanced qualified electronic signature accessible and easy for citizens.
