2025: Product Announcement
In Russia, from June 30, 2025, new entry rules are introduced for foreign citizens arriving under a visa-free regime. They will need to pre-register in the RuID Public services mobile application and receive a QR code for presentation at the border.
According to Rossiyskaya Gazeta, the changes will affect tourists and other categories of foreigners entering the country without a visa. The new requirements are based on a decree of the Russian government of November 2024 on an experiment to test the rules for the entry and exit of foreign citizens. The experiment will last until June 30, 2026. The first stage of innovations is already valid from December 1, 2024 at four Moscow airports and the Mashtakovo checkpoint in the Orenburg region.
InForeign citizens must submit an application through the Public services RuID application no later than 72 hours before the planned entry into Russia. In emergencies involving the illness or death of a relative, an application is allowed 4 hours before arrival. After the approval of the application, the system will form a special QR code, which will become mandatory for presentation when crossing the border.
To register in the application, foreigners need to create a personal account, upload a photo and personal data, indicate the expected dates of entry and exit from Russia. All data in the system is protected and used exclusively for monitoring migration processes.
The new rules apply to citizens of countries that do not require a Russian visa to enter the country. These include citizens, Azerbaijan,, Armenia,, Georgia,, Kazakhstan, and Kyrgyzstan Moldova Ukraine Tajikistan other Uzbekistan states with which Russia has entered into visa-free agreements.
