Russian service information and telematic platform

The president Vladimir Putin charged to the government to consider the possibility of creation of the Russian service information and telematic platform for cars together with "Agency of Strategic Initiatives" (ASI) and NP GLONASS. It is said in the list of instructions according to the results of a meeting of the supervisory board of ASI published on the website of the government in January, 2017.

It is supposed that the platform will be implemented in production models of the automobile producers implementing cars in Russia.

On this order the Prime Minister Dmitry Medvedev, the president of NP GLONASS Alexander Gurko and the CEO of ASI Andrey Nikitin are appointed responsible persons. Till December 1, 2017 they should prepare the report on a subject.

In an initiative it is going to recruit also a number of the Russian IT companies, "the having expert knowledge in the field of cartography, navigation and other systems applicable in automotive industry".

Dmitry Peskov, the area director "Young professionals" of ASI, during the meeting asked Putin to appoint personally responsible for terms for this initiative not to lose this market to competitors since terms of a contact to him very small.

For example, we a few years ago lost the markets of operating systems of our mobile phones, and we now in mobile phones do not have it. It is sure that in the next three years the same will happen to the market of cars, i.e. in them will put operating systems too, - he said. - We are ready together with NP GLONASS, with leading companies today, constantly we discuss with "Yandex", to make so that the Russian telematic platform of the operating system for cars was Russian, but the permanent attention of authorities for creation of this reference regulation is for this purpose required. Otherwise the same as phones, we can lose this market.

Is present at the market of automobile services "Yandex" for a long time. Among its most known projects in this area - services " Yandex.navigator ", " Yandex.traffic jams " and " Yandex.taxi ".

Options of additional automobile services based on infrastructure of "ERA-GLONASS"

Since January, 2017 there was obligatory equipment by terminals of the ERA-GLONASS system of all new cars released in the Eurasian Union. Alexander Gurko said^[1] several years ago that based on infrastructure of "ERA-GLONASS" it is possible to implement the additional services which are built in cars^[2].

For example, it is possible to organize use of services of insurance telematics by the principle "pay as you go".

If the person uses the car only on days off, then the fair insurance rate according to the CMTPL for it should be lower, – the president of NP GLONASS explained. – Our system can collect and certify this information for insurance company. Or in case of the consent of the owner of the car a system can trace and transfer information on style of driving, time and the place of trips to insurance company. In exchange for it the owner of the car can expect an individual insurance rate of KASKO – according to world statistics, the discount can reach 40–50%".

In NP GLONASS recognized that car makers will not install several coherent modems and several navigation receivers on the car: for emergency calls, for insurance telematics, for paid roads, for a transport tax. It is expensive, increases car cost, and in the market fierce competition. To use a general purpose equipment more simply and the cheapest way with support of those functions which are necessary for this vehicle according to technical regulations - eCall, "ERA-GLONASS", plus of those that are selected by the owner. For example, insurance, security and search and information services. I.e. in the equipment there has to be an obligatory set of requirements connected with "ERA-GLONASS" and there has to be a set of options which the car maker or the buyer can select.

Then the president of NP GLONASS noted that it is the new market and for mobile operators, both for service providers, and for content providers.
