In 2003 the SAP company created at itself department of Value Engineering, and four years later the similar division under the name 'Department of Assessment of Investments' appeared also in structure of SAP CIS. The methodologies created in Value Engineering are applied in more than in 400 projects.
In the most common word the methodology comes down to the fact that the customer estimates somehow certain key indicators of activity of the enterprise, then they using a special tool are compared with similar indicators of other SAP enterprises clients from the same industry. Such comparison allows to reveal weak points (low KPI values) then the customer can learn what economic effect will be gained as a result of bringing KPI to this or that level. And this effect is estimated not in the settlement way, and on the basis of the results achieved by the real clients of SAP brought in a DB of best practices of corporation. Actually the customer learns what economic effect of the made changes, but a question of how to implement necessary conversions will be, will demand involvement of consultants implementers[1].

2016: SAP Value Engineering points to points of growth of economy of Russia
Approach "the state as corporation" became a basis of positive changes in economy of a number of the countries of the world. Specialists of SAP investigated in 2015 a possibility of its application in Russia using the SAP Value Engineering tools to select potential zones of growth, to create and provide a set of specific initiatives, each of which can be implemented in the short term and is qualitative improve this or that application area.
The experiment was made by specialists of SAP for 9 months during which more than 100 options of initiatives were developed. As a result 10 most perspective projects which have significant effect on life of citizens and the whole country were selected. Each of initiatives means quite specific and supported by technologies changes in the respective area, and each of them is considered feasible.
1. Common goals and personal responsibility. System implementation of new methods of public administration based on modern information technologies. The system of increase in efficiency of bodies state should provide to the power transparency of powers and purposes of authorities, management of indicators of their efficiency and also integration of the purposes with activity of public servants at all levels.
2. Digital economy. Creation of a modern system of the macroeconomic analysis and forecasting. Information technologies in this case help with assessment of an economic situation and find application when developing scenarios of development of national economy.
3. Balance of supervision and business: implementation of risk-oriented approach in the state control.
4. Development of territories: upgrade of highways of Russia.
5. Arctic: the integrated platform for development of the Northern Sea Route.
6. Upgrade of the industry and MIC. Digital transformation of the Russian industry and a MIC using new model of the productive and economic relations, for the purpose of long-term partnership of the state and a MIC.
7. It is warned — armed. Development of a system of the distributed situational centers for effective response to new types of threats.
8. Active longevity or long old age. Transition from single delivery of health care to permanent medical maintenance of the person and also to formation of preventive medicine.
9. Education without borders. Active integration into processes of transformation of education, considering at the same time globalization of this market.
10. Energy efficiency. Use of the single information and analytical platform which is based on storage of power data and containing objective indicators of a consumption of energy resources.
