CSBI-Group companies and "Budget and Financial Technologies" (BFT) presented in October, 2010 the hardware-software solution – the System of Complex Automation of Transport (SCAT) providing automation of a full stroke of processes on infrastructure management of public transport – planning of routes, monitoring of vehicles, operational management, the analysis of results, budgeting and the reporting.


The IC SKAT is a full-fledged intelligent transport system of monitoring and control of city passenger transport of scale of the federal district, republic, edge, area or city.

A system is intended for coordination and control of passenger traffic at the level of the state customer in three-level management model: state body of management – the organizer of transportations – carriers.

The IC SKAT is based on modern navigation communication technologies and uses data of the GLONASS/GPS global navigation satellite system.

Users of SKAT – all key structures participating in process of management of a transport complex on places: the staff of the ministries (departments/committees) in structure of the executive authorities which are responsible for functioning of a transport complex, the state and commercial companies carriers, the service centers for service of an aircraft equipment, users of a single directory system along routes, schedules, vehicles, sales points of travel cards (tickets) and bank structures.


The SLOPE on a centralized basis solves the following problems:

  • control and operational management of traffic flows;
  • formation of route network;
  • formation of schedules of the movement;
  • reporting;
  • calculation of subsidies;
  • dispatching regulation;
  • collecting and the analysis of diagnostic information on operability of the aircraft equipment installed on vehicles;
  • providing up-to-date information to the population about traffic in the form of a number of social services (mobile applications, a board of passenger shelters, the Internet portal of public transport, SMS informing, etc.);
  • security on transport.

Implementation of SKAT allows to create a complete management system for a transport complex of the region / the municipal entity, to coordinate works of different services, enterprises and organizations, promotes quality improvement of transport service of the population, provides economy of budgetary funds and increase in efficiency of operation of a transport complex of the region / the municipal entity. Due to creation of a centralized system of information support of control of transport using GLONASS system implementation of SKAT allows to ensure safety of passenger transportations.

Example of system implementation of SKAT The information system was developed, set and put into operation in the St. Petersburg State governmental agency "Organizer of Transportations" in 2008-2012. A system completely automates control and management of land passenger traffic in St. Petersburg, including water public passenger transport (aquabuses).

SLOPE in St. Petersburg:

  • covers over 4 thousand units of transport of 17 companies carriers;
  • controls more than 700 city transport routes, about 800 thousand runs a month, about 5 million trips a day;
  • in Committee on transport of the Government of Saint Petersburg the uniform dispatching center on 55 jobs equipped with a modern computer hardware functions;
  • 450 remote jobs for control of work of transport are organized;
  • it is integrated: with the automated control system for traffic, the means set within the Safe City program for navigation for the city of citizens with limited opportunities (visually impaired persons), an information and analytical system of City government, the departmental system of Rostransnadzor, the city situational center, the systems of electronic control of payment of journey.

Efficiency of SKAT

  • St. Petersburg during the period from 2008 to April, 2012 saved 628 million rubles budgetary funds due to decrease in payments of subsidies to carriers.
  • Thanks to the centralized scheduling of transport more than 800 low-skilled jobs were reduced and 97 million rubles are saved.
  • The number of complaints and citizens' appeals was reduced by work of public transport.

Now a management system for city land transportations of St. Petersburg – unique in the Russian Federation and the management system for public transport, largest in the country.

In May, 2012 according to the results of the I All-Russian tender "The Best IT Projects of the Public Sector of Russia" IC SKAT it is recognized by the best in the Russian Federation in the "Best IT Project in the field of Control of Public Transport" nomination. A competition was held with assistance of the Russian Government's Department of Information Technology and Communications.
