History
2023: System Testing
At the end of March 2023, it became known about the creation of the Seed Production State Information System (FSIS) in Russia. All participants in the turnover of seeds who are engaged in testing, production, quality control, storage, sale and use of seeds of agricultural plants will be obliged to provide information in this system. Her testing began in February 2023.
FSIS "Seed Production" will allow seed consumers to receive up-to-date information in real time:
- about selection achievements (varieties, hybrids) allowed for use in a particular cultivation region or light zone, that is, to understand whether these seeds are suitable for reproduction in specific natural and climatic conditions;
- on protected breeding achievements (varieties, hybrids);,
- on the presence of inoculum with the specified characteristics, with confirmed phytosanitary and quarantine well-being, produced in the territory of the Russian Federation, proposed for sale by the manufacturer of these seeds;
- about seeds brought to the territory of the Russian Federation from abroad.
The creation of such a system is provided for by Art. 21 of the Federal Law of 30.12.2021 No. 454-FZ "On Seed Production," which will come into force on September 1, 2023. Therefore, seed producers will be required to provide information to the information system also from September 1, 2023.
However, according to Interfax, State Duma deputies introduced a bill that was proposed to start the work of the Semenovodstvo FSIS on March 1, 2024. The document also proposes to determine by the operator of the system a state budgetary institution subordinate to the Ministry of Agriculture, previously the functions of the operator should have been performed by the ministry. The list of persons who submit information to the specified system without fail proposes to include scientific organizations and universities that conduct scientific research in the field of seed production. In addition, testing laboratories will be included in the list.[1]
