2025: System Launch

The Ministry of Agriculture of Russia announced the launch of the Federal State Information System "Seed Production" after the completion of the test regime. This became known on February 28, 2025. The operator of the platform was appointed FSBI "Center for Digital Transformation in the Agro-Industrial Complex."

According to "Поле.рф," the registration and provision of information at the FSIS "Seed Production" has become mandatory for all participants in the Russian seed market associated with their turnover. The new system is part of a set of information platforms developed by the Ministry of Agriculture to optimize production processes in the country's agro-industrial complex.

Ministry of Agriculture launched FSIS "Seed Production"

FSIS "Semenovodstvo" is integrated with existing state information systems - EFIS ZSN, FSIS "Zerno" and FSIS "Saturn." This complex provides a closed cycle of traceability of agricultural products, primarily grain, controlling volumes and safety, as well as facilitating the prompt exchange of information between market participants.

To work fully in the system, users must begin by entering information about the available seed residues, seed and planting material that are on their balance sheet, or by confirming the purchase of these seeds from the supplier. The system includes a multi-stage check of the correctness of the entered data with formal logical control of some indicators, which minimizes the possibility of entering false information.

Mandatory registration with FSIS "Seed Production" applies to all participants in seed turnover. They include seed growers, agricultural buyers who purchase seeds for commodity production, as well as sellers of seed material. In addition, originators and patent holders, importers and exporters of seeds, sowing and planting materials, traders and retail representatives should become participants in the system.[1]

2023: System Testing

At the end of March 2023, it became known about the creation of the Seed Production State Information System (FSIS) in Russia. All participants in the turnover of seeds who are engaged in testing, production, quality control, storage, sale and use of seeds of agricultural plants will be obliged to provide information in this system. Her testing began in February 2023.

FSIS "Seed Production" will allow seed consumers to receive up-to-date information in real time:

  • about selection achievements (varieties, hybrids) allowed for use in a particular cultivation region or light zone, that is, to understand whether these seeds are suitable for reproduction in specific natural and climatic conditions;
  • on protected breeding achievements (varieties, hybrids);,
  • on the presence of inoculum with the specified characteristics, with confirmed phytosanitary and quarantine well-being, produced in the territory of the Russian Federation, proposed for sale by the manufacturer of these seeds;
  • about seeds brought to the territory of the Russian Federation from abroad.

All participants in the seed turnover will be required to provide information to the FSIS "Seed Production"

The creation of such a system is provided for by Art. 21 of the Federal Law of 30.12.2021 No. 454-FZ "On Seed Production," which will come into force on September 1, 2023. Therefore, seed producers will be required to provide information to the information system also from September 1, 2023.

However, according to Interfax, State Duma deputies introduced a bill that was proposed to start the work of the Semenovodstvo FSIS on March 1, 2024. The document also proposes to determine by the operator of the system a state budgetary institution subordinate to the Ministry of Agriculture, previously the functions of the operator should have been performed by the ministry. The list of persons who submit information to the specified system without fail proposes to include scientific organizations and universities that conduct scientific research in the field of seed production. In addition, testing laboratories will be included in the list.[2]
