"3S-Telematica" (a trademark of Servispartner LLC company), the operator of services and the developer navigation and information and intelligent transport systems of management and security (ITS), passed certification tests at the beginning of 2012 and received the certificate of conformity on the monitoring system of the emergency reaction StarLink AVL GSMGPS//GLONASS.
The monitoring system of the emergency reaction represents the hardware and software system intended for installation on the car as a security and service system. A basis a problem of a monitoring system of the emergency reaction is remote control of the protected car and timely detection of the arisen emergency situation as that – stealing attempt, unauthorized penetration into salon of strangers, the road accident.
The key moment of work of a monitoring system of the emergency reaction is continuous remote control of indications of the sensors of a system transferred on channels of the GSM cellular networks to the server of the situational center servicing a system. In case of operation of sensors a system in the automatic mode transmits an alarm to the situational center. Depending on signal type ("penetration", "communication break", "road accident", etc.) the operator of the situational center without delay makes the decision according to the regulations of actions set for each signal type. It can be attempt to establish connection with the owner of the car, a remote stop of operation of the engine, transfer of operational information to divisions of traffic police for detention of the stolen car, a call of crew of Emergency medical service, etc.
Work of a monitoring system of the emergency reaction of StarLink AVL is based on the combined use of signals of global GPS and GLONASS navigation systems and a data transmission technology on channels of cellular communication of the GSM standard. The navigation module which is a part of the equipment of a system allows to define location of the car with a high accuracy. Information on location and signals of sensors are transmitted to the server of the situational center for GSM channels that provides operability of a system in all territory provided with a covering of cellular networks.
Depending on a system complete set the user has an opportunity to transmit a disturbing signal in the manual mode using the "disturbing button" function. Thus, except a basic service package of the emergency reaction, a system allows to implement a packet of additional services by the principle "the help on the road" (a call of technical assistance, the operational reference, remote legal aid, etc.). The order of additional services is performed by the user through the operator of the situational center in real time using communication systems capabilities of the emergency reaction.
Within the System of voluntary certification of GOST P tests of the equipment of the StarLink AVL GSM/GPS/GLONASS system for compliance to requirements of GOST P 53703-2009, GOST P 54024-2010, GOST P 50789-95, GOST P 41.97-99, GOST P 52456-2005 were carried out by Testing laboratory Servistekhnoprom LLC. According to regulations of tests compliance of the equipment of the StarLink AVL GSM/GPS/GLONASS system to the general technical requirements to monitoring systems and protection of vehicles was confirmed, to requirements to appointment, structure and characteristics of the aircraft navigation and coherent equipment installed on the vehicles performing city and suburban passenger traffic.
