System of forecasting of need for labor resources

The project of creation of an information system for forecasting of needs for labor resources (joint development of IBS and Plekhanov Russian Academy of Economics) will be co-financed from the state budget on the basis of order of the Government of the Russian Federation No. 218.

In April, 2010 the Government of the Russian Federation approved resolution No. 218 "About measures of the state support of development of cooperation of the Russian higher educational institutions and the organizations implementing complex projects on creation of high technology production". The purpose of state support is development of cooperation of universities and enterprises, development of scientific and educational activity in universities, stimulation of use by manufacturing enterprises of capacity of universities for development of the knowledge-intensive production and stimulation of the innovation activity in the Russian economy.

The resolution provides a possibility of selection of subsidies to the enterprises from one to three years, with the annual amount of financing up to 100 million rubles a year for implementation of the complex projects of the organization of high technology production executed jointly by manufacturing enterprises and universities.

The total amount of budget financing in this direction for 2010-2012 will be 19 billion rubles. The amount of own investments of manufacturing enterprise made in the project should be not less than 100% of the size of a subsidy and to be sufficient for project implementation on the organization of new high technology production. The subsidy is selected to manufacturing enterprise that allows to guarantee demand of the development made a higher educational institution and its further use for the organization of new high technology production. Selection of subsidies is performed on a competitive basis by means of holding an open public competition.

Within implementation of the second queue of tender on selection of the organizations on the right of receiving subsidies the IBS company was among the enterprises winners of competition. The companies the subsidy for implementation together with REU of the complex hi-tech project "Creation of a Software and Hardware Complex (Information System) with Development of Standard Technologies of Dynamic Modelling and Forecasting of Economic Development and the Need for Labor Resources for the Social and Economic Systems of Different Level (including All-Russian, Regional, Industry, the Systemically Important Enterprises and the Organizations, the Population)" will be selected.

Thus, the project implemented by IBS together with Public educational institution of higher professional training – Plekhanov Russian Academy of Economics, will be financed both by means of IBS, and the state budget according to order of the Government of the Russian Federation No. 218.

According to order of the Government of the Russian Federation No. 218, the organization of new high technology production is performed at the expense of own enterprise assets. At the same time not less than 20% of these means should be used for research, developmental and technology works. The enterprise which is selected as a result of tender is obliged to provide within not less than 5 years after the end of validity (agreement) on conditions of providing and use of a subsidy information on the hi-tech products developed within the project and also on the project progress and on outputs.

History

October 28, 2010. In Kazan the Republican meeting "Development of forecast needs of regional economy for the personnel with professional education" took place. During the meeting "The system of forecasting of requirement for labor resources" – joint development of Plekhanov Russian Academy of Economics and IBS company was shown.

The mathematical model of a system was developed by staff of department of mathematical methods in economy of REU of G.V. Plekhanov under the leadership of the head of department of the organization of research works of REU, the Dr.Sci.Tech., professor O.A. Kosorukov. The program realization of model is enabled by specialists of IBS company. The relevance of a system is caused by a difficult situation with staffing of the industries, priority for economy of Russia, and also quality of the resources released by the system of professional education on labor market. It is necessary to deal with these problems seriously, and the created tool will be good help for managers of all levels.

As the head of practice of consulting in formation of department on work with education of IBS company, PhD Econ. reported, Hodimchuk Marina Aleksandrovna, application of a system in practice will allow:

• Define conditions of achievement of balance between demand and supply in labor market of the subject of the Russian Federation;
• Synchronize plans of social and economic development and an opportunity (personnel and technology) the subject of the Russian Federation;
• Create the state task adequate to market demands for training at the regional level;
• Create the program of upgrade of professional education.

In conclusion of a meeting the opinion on need to take out the offer on consideration of a possibility of practical use of the shown system in the Republic of Tatarstan was expressed.
