2024: Moscow began registering couriers in the IT system and issuing them a digital profile

In August 2024, the city authorities began registering couriers in the information system of the ART CIS with the issuance of a digital profile. This initiative is aimed at systematizing the work of courier services and improving the security of the delivery service in Moscow.

The process of systematizing the work of courier services was launched on behalf of the mayor of Moscow, Sergei Sobyanin. Together with large delivery companies, a single standard for the operation of Moscow courier services has been developed and approved.

Couriers working in Moscow can register with KIS "ART" and get a digital profile

Vice-Mayor and Head of the Moscow Department of Transport Maxim Liksutov said that more than 100 thousand couriers work in the capital, daily fulfilling up to 500 thousand orders. Registration in KIS "ART" is designed to make their work transparent and provide consumers with confidence in the reliability of delivery employees.

To obtain a digital profile, couriers need to register on the State Public services or mos.ru portal, and then register in the Taxomotor automated information system module - ART CIS, providing consent to the processing of personal data.

The developed standard includes the introduction of a digital courier profile, uniform requirements for the vehicle and the appearance of delivery workers, as well as the development of the corresponding urban infrastructure. Couriers must pass an identity check, provide a certificate of no criminal record and pass an exam on knowledge of safe driving.

Particular attention is paid to the safety of rides on e-bikes and electric scooters. Individual mobility facilities for couriers will be equipped with a speed limiter up to 25 km/h, retroreflectors, a front headlight, a rear light, a sound signal and an enlarged license plate.

Mikhail Burmistrov, General Director of Infoline Analytics, noted that the decision to introduce a single standard was previously agreed with the largest courier services such as Yandex.Eda, Yandex.Lavka, Delivery Club, etc.[1]

They also noted that the system is ready for launch, and on August 14, 2021 it will begin to work in full-scale mode. An analytical system for taxi drivers is necessary to protect drivers from overwork and overwork, they will be able to be driving for up to 40 hours a week.

The Department of Transport and Road Transport Infrastructure of Moscow explained that according to the law, each driver can work 40 hours a week - this is net working time, which does not include stops for repairs and breaks for rest. The number of working hours per day is set by the employer in agreement with the driver, but not more than 12 hours, while the employer must provide the driver with the possibility of comfortable rest. KIS ARTH is a guarantee of an understandable and transparent system of labor and earnings for taxi drivers, the department said. It is noted that when a tracking system is introduced, taxi companies and aggregators will be able to transfer orders only to those drivers who have a personal identifier.

Initially, the KIS ARTH system was supposed to work on August 1, 2021. However, Norair Bludyan, Deputy Chairman of the Transport Commission of the Public Chamber of Moscow, was asked to postpone the deadlines, since not all entrepreneurs were able to submit the necessary documents due to being outside the country.[2]
