2023: Creating a Registry
The Ministry of Finance of Russia is developing a unified register of debtors of the federal budget. The department told about this in July 2023. As noted in the ministry to Izvestia, in pilot mode, the register is formed within the framework of centralized accounting.
As expected, the register will help government agencies assess the reliability of counterparties at the stage of concluding contracts. The development of a resource for monitoring work with receivables will allow chief revenue administrators to pay closer attention to the issue, spending less labor and temporary resources, the Accounts Chamber told the newspaper.
To implement the project, the Ministry of Finance gathered a working group of representatives of the Federal Treasury and the main administrators of budget revenues - they create a model of the register, added to the joint venture. In March-April 2023, the Accounts Chamber tested its functionality, taking into account comments and proposals, the Ministry of Finance and the Treasury are finalizing the resource by July 2023.
Experts interviewed by the publication believe that the creation of a single register is a logical decision necessary to streamline the process of managing receivables and collecting it if it is overdue. The unified register will make it possible to understand what and in what time frame can really be returned to the federal budget, and what will have to be written off.
The increase in debt to the budget has a negative impact on the Russian economy, especially in conditions of a shortage of the treasury, so the register is necessary, said Yulia Kovalenko, associate professor of the basic department of financial control, analysis and audit of the Main Control Department of the city of Moscow.
