2023: Breakdown of contracts for supply to Russia

In early December 2023, it became known that Russian customers could not receive Truebeam equipment of the American Varian for radiation therapy under contracts that were concluded in April-May 2022. We are talking about the breakdown of contracts worth approximately 1.5 billion rubles.

In the current geopolitical situation, difficulties arise with the supply of medical equipment from the United States. Despite the fact that in general the medical industry in Russia did not fall under Western sanctions, American manufacturers are forced to receive an export license from local authorities, which takes at least three months. The Kommersant newspaper reports that by the end of 2023, five contracts for Truebeam equipment for a total of 1.39 billion rubles, which were signed in the spring of 2022, remain unfulfilled. For failure to meet the deadlines, customers issued a penalty of 44.4 million rubles and 8.6 million rubles to suppliers represented by Newmedtech and Rentality, respectively.

In addition, by agreement of the parties, the contract between Factory RTT (part of R-Pharm) and Varian for the supply of Truebeam worth 202.2 million rubles was terminated due to the emergence of circumstances beyond the control of the parties to the contract that entail the impossibility of fulfilling the agreement.

In addition to the need to obtain an export license for the supply of equipment to Russia, Varian faced global problems due to the shortage of semiconductor components. Plus, the work of supply chains was disrupted. As a result, disruptions in the supply of accelerators were observed around the world.

In general, for all contracts concluded since the end of 2021, only two Truebeam accelerators were imported into the Russian Federation by the end of 2023. It is noted that the export license is also required for Halcyon accelerators, which are also supplied by Varian. This equipment is assembled at the site of the RTT Factory^[1]
